According to Chico Harlan of the Washington Post, the Nationals released pitcher Gustavo Chacin. He was unable to crack the Nats' Triple A rotation. The Phillies then promptly signed Chacin.
Chacin, 28, had his best season as a rookie for the '05 Blue Jays. He had shoulder surgery in September of '07.

When you cant make the Nationals AAA rotation, its time to start asking yourself some questions. Like maybe "is baseball for me".
Chacin had promise but I think he got too caught up in his on hype and then his ego took over. The Jays burying him in the minors didnt really do much for his skills or confidence though.
I think he has the ability to work it all out and become a great pitcher again, but he needs a real teacher of a pitching coach to help him start from scratch.

had a solid rookie season but never could get it together after. hope he catches on somewhere and gets it together.

Chacin was never particularly good, he just made his pitches and got a lot of luck in 2005.
His 4.26 FIP in 2005 was decent, but he's never missed many bats, and in recent years he's become extremely homer prone.
Not to mention that his fastball was once regularly sitting around 88-92, and now it's closer to 86-89.
He wasn't much more than a solid 4/5 in 2005, and since then his raw stuff has nearly completely fallen off the cliff.
This guy is totally done, barring some seriously crazy strides.

My recollection of this guy in his rookie year is that he was very good the first time he faced a team, not so much the second time. He was all twitches and elbows - gimmicky - without the stuff to sustain a long career. This was my opinion pre-injury. Might make the bigs again out of the pen where his exposure can be monitored.
