He should be able to declare free agency and negotiate with Major League teams very soon. The Yankees, Rangers, Cubs, White Sox, and Phillies are among the interested clubs, Rojas tweets.
Concepcion defected from Cuba during a tournament in the Netherlands last June, as did Aroldis Chapman.
