Reds To Sign Alfredo Rodriguez

MONDAY: The Reds have officially announced the minor league deal, as per the club’s Twitter page.

SATURDAY: The Reds have agreed to terms with Cuban shortstop Alfredo Rodriguez on a $7MM deal, MLB.com’s Jesse Sanchez writes. Rodriguez is a strong defensive shortstop with good speed, as Sanchez notes. He was the 2014-15 Rookie of the Year in Cuba’s Serie Nacional.

Rodriguez ranked sixth on MLB.com’s list of the top international prospects available this signing period. He has excellent speed and range. He doesn’t yet hit well, although MLB.com notes there is some hope his bat will develop.

Despite Rodriguez’s pro experience, he is subject to rules regarding international bonus pools, so his $7MM bonus represents a significant financial outlay for the Reds, who have a bonus pool of $5,163,400 and currently project to be penalized as the result of the signing, although they could trade for more international bonus slots to avoid any serious punitive measure. The Reds have long been connected to Rodriguez, with some reports indicating they had a deal with him all the way back in January, in the previous signing period.

Nationals To Sign Yasel Antuna, Luis Garcia

The Nationals have agreed to a $3.9MM deal with Dominican shortstop Yasel Antuna, MLB.com’s Jesse Sanchez tweets. They’ve also come to terms with fellow Dominican shortstop Luis Garcia for $1.3MM, via the Washington Post’s Chelsea Janes (on Twitter).

The 16-year-old Antuna ranks No. 14 on MLB.com’s list of the top international prospects, winning praise for his mature approach as both a hitter and fielder. He’s a switch-hitter with gap power and strong overall offensive potential, via MLB’s scouting report, and he has solid range and an improving arm and could eventually become an everyday big-league shortstop. The Nats had long been connected to the young infielder.

MLB.com is even higher on Garcia, which it rates the No. 7 prospect available, praising his contact ability and athleticism. Baseball America likes him even more, rating him the signing season’s No. 3 prospect and noting in its subscribers-only scouting report that the 15-year-old has become one of the best pure hitters available this year. He could stick at shortstop, or move to second base or center field at some point.

The Nationals’ international bonus pool is just $2,235,000, so Antuna’s deal alone would move them into penalty territory. They have also been connected to Venezuelan shortstop Jose Sanchez, also a top prospect.

NL International Signings: 7/2/16

Here’s a roundup of key National League international signings not yet covered elsewhere on MLBTR.

  • The Cardinals are completing a $2.3MM deal with Cuban outfielder Jonathan Machado, and will also sign Venezuelan outfielder Victor Garcia for $1.5MM and Cuban righty Johan Oviedo for $1.9MM, MLB.com’s Jesse Sanchez writes. MLB.com ranks Machado the No. 10 prospect available this signing season, noting comparisons to Kenny Lofton and Ichiro Suzuki. The speedy 17-year-old was widely expected to sign with the Cardinals. MLB.com ranks Garcia the No. 12 prospect available, praising his big raw power but noting that his plate approach could use work. Oviedo is a somewhat off-the-grid signing, at least from the perspective of the available public information — he doesn’t rank in MLB.com or Baseball America’s top prospects lists. Sanchez had previously tweeted, though, that the 18-year-old Oviedo is 6’6 and 235 pounds, and already throws 94-96 MPH, touching 98. It’s not hard to see why teams would be interested in such a player. The Cardinals have the smallest bonus pool of any organization, at $2,027,300, and these three signings alone would send the team way past it.
  • The Rockies have agreed to sign Venezuelan lefty Alfredo Jose Garcia for $1M, Sanchez tweets. Garcia does not figure in either the MLB.com or Baseball America lists. There’s little information on him available online, although he appears to be the pitcher in this video.

Braves To Sign Kevin Maitan, 5 Other Top International Prospects

10:04am: The Braves have officially announced the Maitan and Gutierrez signings.

9:04am: The Braves have agreed to terms with five top international prospects, including top overall prospect Kevin Maitan, MLB.com’s Jesse Sanchez reports (Twitter links: 1 2 3 4 5 6). Maitan will receive $4.25MM. The Braves also nabbed catcher Abrahan Gutierrez, No. 18 on MLB.com’s international prospects list, for $3.5MM. Dominican righty Juan Contreras, not ranked on MLB.com’s list but ranked No. 41 on Baseball America’s list, will receive $1.2MM. Dominican shortstops Yunior Severino (No. 19) and Yenci Pena (No. 22) will each receive $1MM apiece, as will Venezuelan infielder Livan Soto (No. 24).

The big prize here is Maitan, who MLB.com writes is “the best international prospect since Miguel Sano” and compares to Miguel Cabrera and Chipper Jones. He’s a switch-hitter with good power and a mature approach at the dish, and he also has an excellent arm and solid range. As the Jones comparison suggests, he ultimately projects as a third baseman. Baseball America also rates Maitan the top international prospect available this signing season, with their scouting report (subscriber only) noting that he could eventually have 70-grade raw power on the 20-80 scale. Maitan has long been connected to the Braves.

Gutierrez wins praise for his arm, receiving skills and line-drive stroke. Via Baseball America, Contreras rates as a potential power arm, as he already throws 89-94 MPH and has the projection to reach into the high 90s, although his secondary pitches lag behind his fastball. Severino has good bat speed and looks like an “offensive-minded middle infielder,” according to MLB.com’s scouting report. He struggles with offspeed stuff, although that’s hardly surprising given his age (16). Pena appears solid on both offense and defense and might be able to stay at shortstop, although he’s tall, at 6’2, and might eventually move to third. Soto’s hitting is more of the line-drive than home-run variety, although he has a good approach at the plate and could wind up playing shortstop at the big leagues if all goes well.

Needless to say, the Braves’ spending spree projects to incur penalties, including a 100 percent tax on overages beyond their assigned bonus pool of $4,766,000 and a restriction on signing any player for over $300K in either of the next two signing seasons. The addition of Maitan, however, along with the rest of their prospect haul, appears to be more than enough to make up for that.

Padres To Sign 10 Top International Prospects

The Padres have agreed to terms with ten top international prospects, many of them reported by MLB.com’s Jesse Sanchez (Twitter links: 1 2 3 4 5 6). The new Padres receiving at least $1M bonuses include Dominican shortstop Luis Almanzar ($4MM), Venezuelan shortstop Gabriel Arias ($1.9MM), Dominican outfielder Jeisson Rosario ($1.85MM), Mexican outfielder Tirso Ornelas ($1.5MM), Venezuelan shortstop Justin Lopez ($1.2MM) and Dominican shortstop Jordy Barley ($1M).

The Padres also made a number signings that appear to be smaller but still significant, nabbing Venezuelan catcher Alison Quintero ($830K, according to Sanchez), Dominican righty Jose Manuel Guzman ($400K, via Baseball America’s signing tracker), Dominican righty Michell Miliano and Venezuelan shortstop Tucupipa Marcano. All told, it looks like San Diego landed a huge haul.

All six players were ranked in MLB.com’s list of the top 30 international amateurs available. Here are a few notes from MLB’s scouting reports. Almanzar ranks No. 3 and has a good bat and the potential to have a well-rounded game, with solid defensive tools and a good arm. Baseball America’s subscriber-only scouting report praises his “calm, balanced” approach at the plate, noting that scouts are divided about whether he can stick at shortstop or will have to move to second or third. Via MLB.com, Arias (No. 5) could eventually hit for average and power and has good hands on defense, though he might eventually wind up at either third base or outfield. Baseball America describes Arias as a potential 15- to 20-homer hitter.

Rosario (No. 9) projects to be an everyday outfielder in the big leagues, perhaps with a good bat. Ornelas (No. 28) makes solid contact offensively; he could eventually play first base, although MLB.com also notes he could be a utility player, the kind of open-ended evaluation perhaps typical of a 16-year-old with an unknown future ahead. Lopez (No. 27) wins praise for his defense, although he also has an improving bat. Barley (No. 15) is very fast, with good defensive actions and a strong arm.

With these signings, the Padres obviously will blow well past their international bonus pool, which is $3,347,600. They figure to pay a 100 percent tax on their pool overage, and will not be able to sign any player for more than $300K in either of the next two signing seasons.

MLB Imposes International Signing Ban On Red Sox, Voids Five Contracts

The Red Sox have been banned from signing international amateurs that are subject to MLB’s bonus pools for the 2016-17 signing period, reports Yahoo’s Jeff Passan. Furthermore, five prospects that the Sox signed during the 2015-16 signing period have been declared free agents that are free to sign with new teams beginning tomorrow, though each player will retain the initial bonus money he received from Boston. Per Passan’s report, right-hander Cesar Gonzalez, outfielders Albert Guiamaro and Simon Muzziotti, and infielders Antonio Pinero and Eduardo Torrealba. The first $300K of their bonuses will not count toward their new teams’ international bonus pools in the upcoming period, he adds.

The punishment handed down stems from Boston’s usage of “package deals” to circumvent restrictions that were placed upon them for the 2015-16 international signing period. Boston’s signing of Yoan Moncada near the end of the 2014-15 signing period meant that the team was easily into the top penalty bracket for international signings and was supposed to bar the team from signing international amateurs (players under the age of 23 and/or with fewer than five years of pro experience) for the next two signing periods. However, Boston circumvented that limitation by “packaging” more premium prospects with lesser prospects; that is, paying $300K for multiple prospects that employ the same trainers/agents and then allowing the players’ representatives to divide the lion’s share of the collective sums to the top prospect of the bunch, with the lesser prospects receiving a smaller portion of the money.

While some will note that “package” signings have been around for quite some time, this is the first instance in which a club that was restricted by the league under the new penalties has directly utilized this tactic to sign high-caliber talent by rather devious means. As Baseball America’s Ben Badler recently laid out, previous “package deals” haven’t expressly been utilized to avoid penalization from the league. Rather, examples of package deals have been to convince a trainer/agent to allow his player to sign with a team by agreeing to take on a lesser prospect or to convince a player to sign with a team by also signing the player’s friend or sibling. Badler does note that there have been instances of a team signing a player in one international signing period as a means of enticing his trainer into an agreement for a different player in the following signing period, but those haven’t been brokered by teams that are already under the maximum penalty bracket.

Stepping back and looking at this from the perspective of players on the upcoming international market, the punishment from MLB likely voids a fair number of agreements that were already in place between Boston and prospects out of Latin America. Badler recently reported that Venezuelan Roimer Bolivar, whom he had ranked as the No. 31 prospect on this year’s market, was expected to sign with Boston. Beyond that, the Sox were expected to sign shortstops Erik Pena and Raymond Mora as well as catchers Christian Longa and Wilfredo Astudillo. Now, that quintet of players (and presumably several more unreported teenagers) will be on the lookout for new clubs with which to sign. While they’ll undoubtedly find teams interested in paying them, their market may be more limited, as many clubs that aren’t planning to exceed their pool have likely already come close to maxing out their allotted spending limit with advance agreements.

As for the Red Sox, they’ll still be able to sign pool-exempt international players (e.g. Yulieski Gurriel, Jose Miguel Fernandez, Yadiel Hernandez), but such players will be the only types of free agents able to be signed to contracts until next July 2, when the 2017-18 international signing period kicks off.

International Notes: July 2 Preview, Maitan, Braves, Padres

Baseball America’s Ben Badler has compiled scouting reports on the Top 50 prospects on the upcoming July 2 international market, in addition to providing projected landing spots for each player on the list. The exhaustive report on the international scene requires a BA subscription, but it’s highly recommended for those who wish to dive headfirst into learning about the upcoming glut of talent that will be injected into most clubs’ minor league pipelines. Those looking to learn more about the process can also check out this primer from Eric Longenhagen of Fangraphs, who also provides a ranking of the class (with further explanation here).

Here are just a few highlights from Badler’s excellent work on the topic, which deserves a full read:

  • Badler takes a particularly close look at top prospect Kevin Maitan, who he says may be a better prospect than Miguel Sano was as a teenager. The link comes with a lengthy and detailed scouting report, including discussion of the question whether Maitain will be able to stay at shortstop for the long run. Scouts are divided on the likelihood, but all seem to agree it’s at least a plausible outcome.
  • Maitan has long been said to be heading for the Braves, and we’ve yet to hear anything to change that expectation. Atlanta has lined up a big batch of spending, but Badler provides a bit of context for just how large: he says it “should look comparable to what the Yankees did in 2014-15.” (You can refresh yourself on New York’s shock and awe campaign here.)
  • The Padres appear headed in that direction, too, as Badler says that a $30MM to $35MM spend might be their floor. In addition to big activity on the Cuban market, San Diego is in line to add eight of the top fifty available players. As for the Nationals, who are also believed to be pacing the market in spending, it might not be quite that dramatic. But Washington could still come away with three of the fifteen best prospecs on the market.
  •  The Astros, too, seem ready to drop some big cash — including a $3.5MM bonus for Cuban shortstop Anibal Sierra. Houston is eyeing five of the top fifty names on Badler’s list, he notes. One player that could be ticketed for the ’Stros is fifth overall prospect Freudis Nova.
  • Nova had been connected to the Marlins before failing a PED test. Now, Badler explains, Miami has a big chunk of pool availability and little in the way of commitments. The club could deal that away or see if it can find a nice price on the Cuban market.
  • It also remains to be seen what the Reds will do, but Badler explains that things could go in either of two directions. Cinci could trade for some added bonus pool space to add Cuban shortstop Alfredo Rodriguez and a few smaller signings without hitting the penalty. Or, the team could enter the broader Cuban market and blow past its limits.
  • The White Sox are expected to land slugging prospect Josue Guerrero — who, yes, is a part of the famous family. Despite being quiet in recent years, the Athletics are in position to add some talent, including George Bell, whose father (same name) was a quality big leaguer.
  • The Brewers aren’t believed to have any seven-figure bonuses lined up, but could still add a high number of interesting players with the fifth-highest spending availability in the game. Likewise, the Phillies are expected to spread their cash.
  • Of course, not every team will have the opportunity to spend lavishly this period; the Dodgers, Yankees, Cubs, D-backs, Angels, Rays, Red Sox, Giants, Royals and Blue Jays are each prohibited from spending more than $300K on international amateurs after incurring maximum penalties, though that doesn’t mean those organizations don’t have a chance to find some talent.

Quick Hits: July 2 Market, Giants, Dodgers, Ubaldo

Some news from around baseball as we wrap up the weekend…

  • With the next international signing window opening on July 2, Baseball America’s Ben Badler profiles (in two separate pieces) 10 youngsters likely to receive seven-figure bonuses.  Kevin Maitan is perhaps the mostly highly-touted player of the entire 2016-17 class, as the 16-year-old Venezuelan shortstop is rumored to be in line for a bonus north of $4MM, most likely from the Braves.  “Nobody is a can’t miss but it’s hard to see him missing,” one scout says of Maitan.  As always, it’s well worth getting a BA subscription to read the full scouting reports and news, including how the Braves, Padres and A’s are connected to two players each, with others rumored to be signing with the Nationals, Astros, Rockies and Mariners.
  • The Giants and Dodgers both pursued some major free agent arms last winter, and the results of that hunt are being seen this season, Bill Shaikin of the Los Angeles Times writes.  After missing out on Zack Greinke, the Giants pivoted to Johnny Cueto and Jeff Samardzija, who have both been workhorses for the club.  The Dodgers weren’t interested in either Cueto or Samardzija at the price of their respective contracts with the Giants, and according to Cueto via an interpreter, the Dodgers never offered him a contract at all.  “They were telling me to wait,” Cueto said.  After missing out on Greinke, L.A. made two less-expensive signings in Kenta Maeda and Scott Kazmir, though as Shaikin notes, the Dodgers’ main issue this season has been a lack of offense.
  • Ubaldo Jimenez was rocked for five runs in just a third of an inning today, the shortest start of his Major League career.  Jimenez now has a 6.89 ERA over 62 2/3 IP this season, leading Eduardo A. Encina of the Baltimore Sun to wonder just how much longer the Orioles can continue using him in the rotation.  Jimenez can’t be sent with the minors without his permission, and releasing him isn’t likely with roughly $21MM owed to him through the 2017 season.
  • If the Orioles do replace Jimenez in the rotation, Dylan Bundy won’t be a candidate, as Encina details in another Baltimore Sun piece that the O’s are focusing on slowly rebuilding Bundy’s arm strength with an eye towards having him contend for a starting spot next spring.  Buck Showalter said the aim is to have Bundy throw 60-75 innings out of the bullpen this season.  Bundy, the fourth overall pick of the 2011 draft, has had his career delayed by several injuries, including Tommy John surgery.
  • Robinson Cano’s decision to sign with the Mariners after the 2013 season led to shockwaves throughout the second base market that could still be felt in some of this past offseason’s moves, the New York Post’s Joel Sherman writes.  Of the six teams (the Cubs, Nationals, Mariners, Pirates, Mets and Yankees) Sherman ranks as the most impacted by Cano’s signing, the Yankees are ranked last, as it is still unclear as to whether Starlin Castro is the club’s long-term answer at the keystone.

International Notes: Nova, Astros, Lazarito, Fernandez

With the 2016-17 international signing period set to open on July 2nd, here’s the latest on some players who may be lined up for big contracts next month, as well as info on players who aren’t subject to the international bonus pools…

  • The Astros are now seen the most likely landing spot for Dominican shortstop Freudis Nova, Baseball America’s Ben Badler reports, with the 16-year-old in line for a bonus of around $1.5MM.  Nova had been expected to sign with the Marlins for a bonus in the neighborhood of $2.5MM, but Miami backed away from that arrangement after Nova tested positive for steroids in February.  One scout tells Badler that Nova has five-tool potential, and a fuller scouting report is available to those with a Baseball America subscription.  The highly-touted Nova may be the best international talent Houston lands in the coming signing period, which is saying something given that the Astros are expected to load up on international talent and far exceed their signing pool.
  • Badler lists some other international prospects expected to sign with the Astros, noting that Venezuelan catcher Yorbin Ceuta is also expected to receive a bonus in excess of $1MM.
  • Outfielder Lazaro “Lazarito” Armenteros and second baseman Jose Miguel Fernandez will take part in a showcase of Cuban talent to be held on June 13, Ben Badler tweets.  This is two days before the close of the 2015-16 international signing period, and as Badler noted two weeks ago, time is running out for the Dodgers (and other clubs facing a $300K spending ceiling in the next signing period) to sign Armenteros while they still can  Fernandez, of course, can sign at any time for any amount since he is exempt from the pools.
  • Cuban righty Vladimir Gutierrez took part in a private workout for Dodgers officials yesterday, Baseball Essential’s Robert Murray reports.  The Dodgers have long been rumored to be interested in Gutierrez, though since he is pool-eligible, the June 15 deadline looms large for L.A. given the number of other teams who have been linked to Gutierrez.  That said, Gutierrez has also been a free agent for almost a full year and has yet to sign a contract.
  • Roland Bolanos, a 19-year-old righty from Cuba, has been declared a free agent and can sign with any team, MLB.com’s Jesse Sanchez reports (Twitter link).  Bolanos is a former member of Cuba’s junior national team, and he has a four-pitch arsenal that includes a mid-90’s fastball.
  • Earlier this week, Badler compiled a list of the 50 largest international signing bonuses of all time.  (Cuban players weren’t included on the list given the county’s unique situation.)  The Giants’ $6MM bonus to Lucius Fox last summer tops the list, with the Rangers’ $4.95MM bonus to Nomar Mazara in 2011 the next-highest.  As Badler observes, relatively few of the 50 names have made an impact in the bigs since expensive bonuses are a most recent trend, though there are some very notable names (Miguel Cabrera, Byung-Hyun Kim, Miguel Sano and Mazara himself).

Prospect Notes: July 2, Astros, Bell, Draft

Over at Baseball America, Ben Badler provides an outstanding preview of the coming July 2 international signing period. Of particular note, Badler reports that the Astros are expected to exceed their spending limits and incur the maximum penalty (a 100% overage tax and two-year ban on $300K+ bonuses). Houston has been making huge outlays through the draft in recent years, but saw its domestic amateur spending capacity plummet after the club’s excellent performance at the major league level one year ago. With that pipeline now constrained, Badler says the ’Stros will blow past their available $2.2MM or so in pool allocation on just one player — Cuban shortstop Anibal Sierra — while likely adding several other pricey youngsters.

  • Badler goes on to detail the latest elsewhere in the market, listing some of the high-dollar prospects attached to the Braves, Padres, Nationals, and Cardinals, which are the other clubs he expects to top their cap this year. He also explains the interesting case of Dominican infielder Freudis Nova, who lost an apparent ~$2.5MM agreement with the Marlins after testing positive for steroid use. He now appears to be up for grabs, with his landing spot and ultimate bonus uncertain. Badler writes that the Padres and Astros make sense as logical possibilities, as each is already expected to shatter their bonus pool, while clubs that are planning to stick within their set limitations have largely allocated most of their funds via verbal agreements already.
  • The Reds, meanwhile, may yet be able to stay within their second-in-the-majors allotment, per Badler. Cincinnati is still expected to give shortstop Alfredo Rodriguez a $7MM bonus, but could still pick up enough slots via trade to keep the total spend within the limits.
  • Sticking with the international free agent scene, MLB.com’s Jesse Sanchez reports that Cuban outfielder Alexei Bell, who has been playing in the Mexican League, has asked for his release from los Tigres de Quintana Roo (Twitter link). Per Sanchez, Bell has been hit on both the hand and the arm and doesn’t want to risk a serious injury. It should be noted, too, that Bell was scuffling at the plate in his limited sample, batting just .171/.310/.314 through 42 plate appearances.
  • The Brewers’ top baseball decision-maker, GM David Stearns, has paid visits to watch high-school pitchers Jason Groome and Riley Pint as well as University of Miami catcher Zack Collins, Eric Longenhagen of Fangraphs reports on Twitter. Longenhagen also adds (Twitter link) that Rockies GM Jeff Bridich recently took a long look at Groome, who was previously favored to go first overall but has slipped in recent mock drafts.
  • Speaking of mock drafts, there are several new ones worth taking a look at for those interested in prognostication. Frankie Piliere of D1Baseball.com still likes the Phillies to grab University of Florida lefty A.J. Puk at 1-1, which is also the prediction of ESPN.com’s Keith Law (Insider link). Law has Kyle Lewis going second to the Reds and Groome heading to the Braves with the third choice. Baseball America’s John Manuel, meanwhile, now thinks the Phils will go for high school outfielder Mickey Moniak, leaving Cincinnati to grab Puk and setting up Atlanta to take Louisville’s Corey Ray.
