Dodgers left-hander Julio Urias has spent the majority of the season working out of their bullpen, but the club expects to change his role in 2020, manager Dave Roberts told Alden Gonzalez of ESPN.com and other reporters Monday.

“We project him to be a starter for us next year,” Roberts said, “and many years to come.”

Urias entered the majors as a hyped 19-year-old prospect in 2016. He started in 15 of 18 appearances that season, but because the Dodgers were monitoring his workload as a rookie, he only totaled 77 innings. Urias nonetheless thrived over that span, pitching to a 3.39 ERA/3.17 FIP with 9.82 K/9 against 3.62 BB/9. The hope then was that Urias would offer similar or better production over a larger number of innings going forward, but he instead underwent a major procedure – anterior capsule surgery on his left shoulder – in June 2017 and combined for just 27 1/3 innings between that year and last season.

Set to turn 23 next week, Urias has returned from his injury (and a May domestic violence arrest, for which charges weren’t filed) to serve as one of the strongest members of a somewhat shaky bullpen. He’s hands down the top lefty option in a relief corps that has dealt with significant injuries to veteran southpaws Scott Alexander (our since June 7 with forearm inflammation) and now-Cardinal Tony Cingrani (out all season because of shoulder issues).  Through 37 1/3 innings as a reliever, Urias has notched a 1.93 ERA/3.59 FIP with 8.44 K/9, 3.13 BB/9 and a 44.6 percent groundball rate. Adding to his value, Urias has given the Dodgers more than one inning in most of his appearances.

As the NL-leading Dodgers take another shot at a World Series this year, they’ll consider deploying Urias as one of their main setup men, per Roberts. Beyond that, with Hyun-Jin Ryu and Rich Hill scheduled to become free agents over the winter, there will be room for Urias in the Dodgers’ rotation.

Dodgers left-hander Julio Urias will not face criminal charges arising out of his recent arrest, Richard Winton and Jorge Castillo of the Los Angeles Times report. The decision to “defer prosecution” was announced by the Los Angeles city attorney’s office.

That determination is not absolute. As stated in an official press release, Urias could be prosecuted if he fails to meet three conditions: “(1) that Mr. Urias participate in a City Attorney hearing; (2) that he commit no acts of violence against anyone; and 3) that he successfully participate in and complete a 52 week domestic violence counseling program in person, and in a group setting.” That counseling will take place in two-hour sessions once a week and will occur during the current baseball season.

Notably, as part of the counseling, Urias will be required (among other things) to “accept responsibility for the abusive behavior perpetrated against the victim.” The city attorney’s office stated that the decision not to prosecute was based upon the lack of injury, the fact that the alleged victim never characterized herself in that manner, and Urias’s lack of a prior criminal history. The L.A. Times report also indicates that there were variances between witness accounts of a shoving and the statements of the alleged victim, who said that she fell.

From a baseball perspective, the matter is still not resolved. Urias was previously reinstated from the inactive list, but the commissioner’s office made clear that its investigation has yet to be concluded. The city attorney’s statements seem to suggest there may be evidence that Urias violated the Joint Domestic Violence, Sexual Assault and Child Abuse Policy. That policy provides the commissioner with broad authority to issue appropriate discipline regardless of whether a crime was charged or prosecuted by relevant legal authorities. Findings under the league policy would also be subject to different standards from those of a criminal case.

TODAY: Urias has indeed been officially reinstated by Major League Baseball. Outfielder Kyle Garlick was optioned to create roster space.

As Passan noted yesterday, the Dodgers are not permitted to take punitive action against Urias. The league’s announcement makes clear that “the investigation into a matter covered by the Joint Domestic Violence, Sexual Assault and Child Abuse Policy continues.”

YESTERDAY, 10:19pm: MLB decided not to extend the leave period because it was unable to acquire access to video of the incident, ESPN.com’s Jeff Passan reports. The player’s association and Urias were not willing to consent to an extended leave period. The investigation is still ongoing.

8:16pm: The Major League Baseball commissioner’s office is expected not to renew the administrative leave period of Dodgers pitcher Julio Urias when it expires tomorrow, according to Jorge Castillo of the Los Angeles Times (Twitter link). It appears the team will return the 22-year-old to its active roster.

Urias was placed on seven-day administrative leave last Tuesday after his overnight arrest. Per reports, he was arrested on suspicion of “misdemeanor domestic battery” after witnesses saw him “shove” a female companion “to the ground.”

Under the terms of the MLB-MLBPA Joint Domestic Violence, Sexual Assault and Child Abuse Policy, the commissioner has authority to place a player accused of a possible violation of the policy “on paid Administrative Leave for up to seven days while the allegations are investigated before making a disciplinary decision.” That placement, which removes a player from his team’s active roster but does not stop his paycheck, can be challenged “immediately.”

In past instances, commissioner Rob Manfred has issued successive, week-long leave periods. Why he has elected not to do so in this case is unknown at present. It could indicate that a decision on discipline has already been made, though the league office has typically taken quite a bit longer to allow facts to develop before provisionally clearing a player or issuing any fines or suspensions. It may instead simply reflect a decision by the commissioner that Urias ought to be allowed to play during the pendency of any further investigation, whether or not prompted by pushback from the player, team, or union.

We’ll need to await further word before it’s possible to assess the situation. For now, it seems that the 22-year-old pitcher will be eligible to return to his role with the team.

4:45pm: Urias has been placed on seven-day administrative leave, per Bill Shaikin of the Los Angeles Times (Twitter link). That’s standard procedure as the commissioner’s office gathers facts surrounding the incident, and it’s typical for that leave to be extended in multiple seven-day increments as the investigation is ongoing. Urias will be paid while on leave, though if he is ultimately punished in the form of a suspension under the league’s domestic violence policy, that pay and any service time accrued can be rescinded.

9:33am: Dodgers pitcher Julio Urias was arrested last night, according to a report from TMZ Sports. The 22-year-old was seen “arguing with a female companion” and allegedly “shoved her to the ground.”

Though the identity of the alleged victim is not known, Urias is said to have been arrested on suspicion of “misdemeanor domestic battery.” The report suggests that the victim denied any physical altercation, but that police made the arrest based upon eyewitness accounts and video evidence.

It’s obviously disturbing to learn of these allegations. Until more is known, it would be unwise to speculate on possible legal jeopardy or MLB punishment. The league has not yet announced anything regarding this matter, but it seems possible that it will be investigated under the MLB-MLBPA Joint Domestic Violence, Sexual Assault and Child Abuse Policy.

After a rehab process that spanned more than 14 months, left-hander Julio Urias is back in the Majors. The Dodgers announced Monday that they’ve recalled the 22-year-old from Triple-A Oklahoma City — his first look in the big leagues since undergoing shoulder surgery last June.

Urias’ rapid ascent to the Majors is among the most impressive we’ve seen out of a pitcher in recent memory. The still-young lefty arrived on the scene in May 2016 — well shy of his 20th birthday — and gave the Dodgers 77 innings of 3.39 ERA ball with 84 strikeouts against 31 walks across multiple big league stints over the remainder of that season. Urias was one of the game’s 10 best prospects before debuting in ’16 and was looked at as a potential building block for the Dodgers’ rotation before last summer’s surgery.

That’s still the best-case scenario for Urias, of course, though surgery to repair the anterior capsule in his left shoulder at such a young age was a disheartening development that created a somewhat increased degree of uncertainty moving forward. For the time being, it’s likely he’ll be used out of the bullpen, as he’s only thrown 11 2/3 innings across three minor league levels since returning from that surgery. He’s racked up 19 strikeouts in that time but also issued six walks and been tagged for seven earned runs.

Some rust is to be expected for Urias, but a healthy run in September and perhaps in October, even in a relief role, would be a significant step forward as the Dodgers map out his trajectory in 2019 and beyond. It seems likely that Urias will again be viewed as a starter in the future, though Los Angeles will keep a close eye on his workload as he distances himself from major shoulder surgery.
