34 Players Elect Free Agency

As the offseason nears, a number of players elect minor league free agency each week. These players are separate from six-year MLB free agents, who’ll reach the open market five days after the conclusion of the World Series. Eligible minor leaguers can begin electing free agency as soon as the regular season wraps up. These players were all outrighted off a team’s 40-man roster during the year and have the requisite service time and/or multiple career outrights necessary to reach free agency since they weren’t added back to teams’ rosters.

Electing free agency is the anticipated outcome for these players. There’ll surely be more to test the market in the coming weeks. We’ll offer periodic updates at MLBTR. These transactions are all reflected on the MiLB.com log.

Yankees Outright Tanner Tully

April 4: Tully went unclaimed on waivers and has been assigned outright to the Yankees’ Triple-A affiliate, per the team’s transaction log at MLB.com. Because he’s been previously outrighted, Tully has the right to reject the assignment in favor of free agency. However, he intends to remain with the Yankees, MLBTR has learned.

April 1: The Yankees announced that left-hander Tanner Tully has been designated for assignment. His roster spot will go to right-hander Jake Cousins, who was previously reported to be joining the team.

It’s a quick turnaround for Tully, 29, who was in the big leagues just long enough to put his hat on a rack before picking it back up again and then leaving the way he came. The Yanks added him to the roster two days ago and he has now been designated for assignment without appearing in a game.

Since he didn’t appear in a game, that means his major league track record is still just three games he appeared in for the Guardians in 2022. Last year, he signed a minor league deal with the Yankees and posted a 5.64 ERA in 91 Triple-A innings. He was released in August in order to join the NC Dinos of the Korea Baseball Organization, then made 11 starts for that club with a 2.92 ERA.

He signed another minor league deal with the Yanks this winter and got called up when the club used a lot of its relievers in the first few games of the season. Tully got a roster spot to give the club an extra arm but eventually wasn’t needed and will now be quickly removed. The Yanks will have a week to trade Tully or pass him through waivers. He has a previous career outright and would have the right to elect free agency in lieu of accepting another such assignment.

Yankees Designate Nick Ramirez For Assignment

The Yankees have designated lefty Nick Ramirez for assignment, per a team announcement. His spot on the 40-man roster will go to fellow lefty Tanner Tully, whose contract is being selected from Triple-A Scranton/Wilkes-Barre. Manager Aaron Boone announced not long ago that Tully would be selected but didn’t divulge a corresponding move.

It’s a somewhat surprising DFA, given Ramirez’s solid performance in 2023 and strong spring showing. The 34-year-old logged 40 2/3 innings out of Boone’s bullpen last year and recorded a 2.66 ERA. His 16.3% strikeout rate was well shy of the league average, but Ramirez’s 5.2% walk rate was outstanding and his 47.4% grounder rate was sharp as well. This spring, he pitched 10 1/3 innings and allowed five runs on nine hits and a walk with nine strikeouts and a huge 62% ground-ball rate.

Ramirez didn’t make the Opening Day roster with the Yankees, however, and it seems that for the time being anyhow, they prefer to turn to Tully to add some length in the bullpen rather than the more straightforward move to recall Ramirez. In doing so, they’ll now have a week to trade Ramirez, attempt to pass him through outright waivers or release him. He’s been outrighted previously in his career, so he’d be able to reject an outright assignment even if he clears waivers.

In parts of four big league seasons between the Tigers, Padres and Yankees, Ramirez has tallied 151 1/3 innings with a 4.04 ERA and fielding-independent marks that more or less support that level of performance (4.15 FIP, 4.33 SIERA). He doesn’t throw hard, sitting 90-91 with his fastball, and his 19.3% strikeout rate is below par. But Ramirez has solid control and ground-ball tendencies, just as he showed in 2023, and has virtually no platoon split. Ramirez is in his final minor league option year and has four years of club control remaining.

Yankees To Select Tanner Tully

The Yankees are set to option right-hander Clayton Beeter and select the contract of left-hander Tanner Tully, manager Aaron Boone announced before today’s game (X link via Greg Joyce of the New York Post). They’ll need to make a corresponding 40-man roster move, but the Yankees have not yet announced what that’ll be.

Tully, 29, has just six major league innings under his belt — all coming with the 2022 Guardians. He allowed four runs on eight hits and six walks in that short sample of work. Cleveland selected Tully in the 26th round back in 2016, and he spent the next seven seasons in their system, working primarily as a starting pitcher in the minors. Following that cup of coffee in the majors in ’22, he was removed from the 40-man roster and became a free agent, ultimately signing a minor league deal with the Yankees.

It proved to be a brief stint with the Yankees, as Tully made 19 starts in Triple-A before being granted his release to sign with the NC Dinos of the Korea Baseball Organization. He made 11 starts for the Dinos in the final couple months of the season, tossing 64 2/3 frames of 2.92 ERA ball with a 17.7% strikeout rate, 4.9% walk rate and 59.6% ground-ball rate. The Yankees brought Tully back on a minor league deal over the winter, and he’ll now make his first appearance on the big league roster.

The Yankees burned through five relievers yesterday after Carlos Rodon lasted only 4 1/3 innings in his first start of the year. They also needed four innings from the ’pen following a five-inning Opening Day outing by Nestor Cortes. Tully will provide a multi-inning option to give them some length in the event of a short start from Marcus Stroman or should the game get out of hand one way or another. In parts of five Triple-A seasons, Tully has a 5.06 ERA with an 18.7% strikeout rate and 5.7% walk rate. He pitched six innings for the Yankees this spring and yielded one run on four hits and a walk with two strikeouts.

Yankees Sign Tanner Tully To Minor League Deal

The Yankees have signed left-hander Tanner Tully to a minor league deal, according to a report from Matt Eddy of Baseball America. It’s unclear if the lefty will receive an invitation to major league Spring Training.

It’s the second straight offseason in which the Yanks have brought Tully aboard on a minors pact. He made 19 starts at the Triple-A level last year with a 5.64 earned run average, posting a subpar 18.6% strikeout rate but limiting walks to a 6.4% clip and keeping 40.7% of balls in play on the ground.

He was released in August to join the NC Dinos of the Korea Baseball Organization and finished the year on a strong note. He made 11 starts for the Dinos with a 2.92 ERA. His 17.7% strikeout rate was still not especially strong, but his 4.9% walk rate and 59.6% ground ball rate were both quite encouraging.

That has generally been the profile for Tully in his minor league career, which dates back to being drafted by Cleveland in 2016. He’s never had a walk rate higher than 8.2% at any stop of his minor league career and has induced a fair share of grounders, but he’s also never been a big strikeout guy. He has six innings of major league experience, which came with the Guardians in 2022.

The Yankees have a reputation for loving ground ball guys and they also need some extra rotation depth, having included Michael King, Drew Thorpe, Jhony Brito and Randy Vásquez in the Juan Soto trade. They will have Gerrit Cole leading the major league rotation, with Carlos Rodón, Nestor Cortes and Clarke Schmidt to follow. They also seem likely to add someone else, having been connected to names like Blake Snell, Jordan Montgomery, Marcus Stroman and Dylan Cease.

Tully, now 29, can provide them with some depth at the Triple-A level alongside guys like Clayton Beeter, Luis Gil, Yoendrys Gómez, Cody Poteet and Will Warren. He’s also done some relief work in the past and could perhaps slide into a bullpen role later. The Yanks lost their primary lefty ground ball guy, Wandy Peralta, to free agency at the end of the 2023 season. If Tully is added to the roster at any point, he still has a full slate of options and just 15 days of service time.

Tanner Tully Signs With KBO’s NC Dinos

The Yankees announced they’ve granted minor league southpaw Tanner Tully his release to pursue a contract with the NC Dinos of the Korea Baseball Organization. According to Jeeho Yoo of Yonhap News, he’ll be paid $200K for the stretch run. The Dinos released right-hander Taylor Widener in a corresponding move.

Tully, whose MLB experience consists of three relief outings for the 2022 Guardians, never cracked the big league roster in the Bronx. He signed a minor league deal over the winter and has spent the season with Triple-A Scranton/Wilkes-Barre. The Ohio State product started all 19 appearances there. His 5.64 ERA through 91 innings isn’t eye-catching, though it’s at least partially inflated by a lofty .365 average on balls in play.

The 28-year-old has kept his walks to a tidy 6.3% clip for the RailRiders. His 18.6% strikeout rate is a few percentage points below average. Tully has had a pitch-to-contact approach throughout his career. Over seven seasons in the minors, he has a 17.4% strikeout rate and 4.8% walk percentage.

Widener heads back to the free agent market and could find minor league interest in the U.S. He made 49 appearances (13 starts) with the Diamondbacks between 2020-22, working to a 4.26 ERA across 107 2/3 innings. He moved to Korea after being waived off Arizona’s roster in January. Widener’s lone season with the Dinos consisted of 11 starts with a 4.52 ERA. He fanned 22% of KBO opponents against an 8.9% walk rate.

Looking At The Yankees’ Rotation Depth

Up until a couple of weeks ago, the Yankees seemed to have an extremely strong group of five starting pitchers. With Gerrit Cole, Carlos Rodon, Luis Severino, Nestor Cortes and Frankie Montas penciled in, the club had arguably the best rotation in the entire league. Unfortunately, the shoulder issues that plagued Montas last year are still lingering and he is going to miss the first month of the season. They still have an excellent front four but will now have to rely on their depth to start the season. Even if Montas is able to return to health and looks like his old self by May, it’s possible that one of the other four will need a breather and there will be continued opportunities for other pitchers. Teams almost never make it through an entire season using just five or six starters, meaning depth is always important.

Who does the club have on hand that could step up to fill in for Montas or any other injury? Let’s take a look at the options.

Domingo Germán

Germán, 30, is probably the most obvious and straightforward solution. He seemed to establish himself as part of the club’s future rotation in 2019 when he tossed 143 innings with a 4.03 ERA, 27.2% strikeout rate, 8.8% walk rate and 38.1% ground ball rate. But in September of that year, he was placed on administrative leave while the league investigated him for domestic violence. He ultimately received an 81-game suspension and flirted with retirement while serving it but ultimately returned.

In 2021, he was able to toss 98 1/3 innings over 18 starts and four relief appearances. He posted a 4.58 ERA while striking out 23.9% of opponents. Last year, shoulder problems sent him to the 60-day injured list in March and he wasn’t reinstated until July. He ultimately made 14 starts and one relief appearance, posting a 3.61 ERA in 72 1/3 innings. His strikeout rate dipped to just 19.5% and opponents hit just .262 on balls in play. That latter number is well below league average but not far off from his career mark of .272. It’s possible that he just has a knack for limiting damage but Statcast data doesn’t support that. He was in the 26th percentile last year in terms of hard hit rate and 25th in average exit velocity, though he was in the 57th for barrel rate. It’s possible that he would struggle to maintain an ERA under 4.00 but he avoids walks and would still be much better than the fifth/sixth starter on most teams.

Clarke Schmidt

Schmidt, 27 next month, was a first round pick of the Yanks in 2017. He pitched well as he moved up the minor league ladder and was considered one of the top 100 prospects in the league by Baseball America in 2020 and 2021. He’s had some brief time in the majors but his overall workload hasn’t been huge over the past couple of years. With the minors being canceled by the pandemic in 2020, he was limited to just 6 1/3 innings of official action in the majors. In 2021, an elbow strain kept him out of action for a while and he was only able to log another 6 1/3 in the bigs along with 38 minor league innings. Last year, he was frequently optioned and recalled, throwing 57 2/3 frames in the majors along with 33 in Triple-A, combining for 90 2/3 on the season.

When healthy enough to take the mound, he’s produced pretty solid results. His 70 1/3 innings at the MLB level have resulted in a 3.71 ERA, 22.5% strikeout rate, 10.7% walk rate and 44.6% ground ball rate. His minor league work has been even better, as he’s posted a 2.71 ERA over 71 innings in the past two years. He struck out out 31% of batters faced and walked 7.1% of them while getting ground balls on about half of balls in play. There are some things to like here but he still has an option whereas Germán doesn’t. Given that fact and his workload concerns, he might get nudged to Triple-A until a need arises.

Deivi García

García, 24 in May, flashed some potential in 2020 when he made six starts with a 4.98 ERA. That number might not jump out, but he was only 21 years old at the time, perhaps pointing to an enticing future with continued development. Unfortunately, that hasn’t come to fruition. In the two subsequent years, he’s only made a couple of big league starts while registering a 6.87 ERA in 154 2/3 minor league innings. He’s still young but he’s now out of options. Given his poor results in recent years, he could be given a long relief role in the bullpen or else designated for assignment.

Luis Gil

Gil, 25 in June, has a 3.78 ERA through his first seven MLB starts but he’s not going to be available for a while. He underwent Tommy John in May of last year and won’t be a realistic candidate until midseason at the earliest. Like García, he’s now out of options and will need to either crack the active roster or else be designated for assignment. He’ll be able to pitch in the minors as part of a rehab assignment once healthy, but it will be decision time once the 30-day rehab period is up.

Randy Vasquez

Vazquez, 24, has spent his entire career with the Yanks thus far, signing with them as an international free agent in 2018. He’s since moved his way up and spent all of last year in Double-A. He made 25 starts at that level, tossing 115 1/3 innings with a 3.90 ERA. He struck out 24.2% of batters faced while walking 8.3% and getting grounders at a 48.3% clip. He was added to the club’s roster in November to prevent him from being selected in the Rule 5 draft. He’s currently considered the club’s #9 prospect at Baseball America but has yet to pitch at the Triple-A level.

Matt Krook

Krook, 28, is a left-hander that was drafted by the Giants but went to the Rays in the Evan Longoria deal. The Yankees grabbed him in the minor league portion of the 2020 Rule 5 draft. He’s since posted some solid results in the upper minors, though the control hasn’t been pinpoint. He spent last year at Triple-A, making 22 starts and seven relief appearances with a 4.09 ERA over 138 2/3 innings. He walked 12.1% of batters faced but struck out 25.7% and got grounders at a 55.7% clip. That was enough for the Yanks to add him to the roster at season’s end to prevent him from reaching minor league free agency.

Jhony Brito

Brito, 25 next month, has spent his entire career in the Yankees’ organization, having been signed by them as an international amateur out of the Dominican Republic. He split last year between Double-A and Triple-A, tossing 112 2/3 innings over 23 starts and three relief appearances. He only struck out 20% of batters faced but kept his walks down to a 7.7% level and got grounders on about half the balls he allowed into play. Like Krook, he was added to the club’s 40-man at the end of the season to prevent him from reaching minor league free agency.

Yoendrys Gomez

Gomez, 23, was an international signee out of Venezuela, agreeing with the Yankees in 2016. He earned his way onto prospect lists over the next few years and got a spot on the 40-man in November of 2020 to protect him from Rule 5 selection. Unfortunately, injuries have limited him over the past couple of seasons. In 2021, he dealt with a shoulder issue and contracted COVID-19, ultimately only making nine starts on the year at Class-A. In 2022, he spent time at various levels and finished the year at Double-A, but was only able to log 47 innings on the year. The results were good, as he posted a 2.49 ERA while striking out 25.7% of batters faced, but it will be hard for him to carry a huge workload after pitching very little in recent years.

None of this group are currently on the 40-man roster, meaning they will face longer odds of contributing this year, though they could always force the club into making room. Beeter is arguably the most exciting of the bunch. Selected 66th overall by the Dodgers in 2020, he was ranked that club’s #12 prospect by Baseball America going into 2022. That was after a 2021 season that saw him post a 3.44 ERA between High-A and Double-A while striking out 36.6% of batters faced. In 2022, his ERA jumped to 5.75 as he walked 14.3% of batters faced, but he was then flipped to the Yankees in the Joey Gallo trade. After the deal, he got his walks down to 10.6% and his ERA to 2.13. He struck out an incredible 37.1% of batters faced on the year between the two teams but only threw 77 innings.

External Addition

If the Yankees feel these depth options aren’t enough, they could always look outside the organization for help. The free agent market still features guys like Michael Wacha, Dylan Bundy and Zack Greinke. In terms of trades, it’s possible the Mariners might be willing to move Marco Gonzales or Chris Flexen. The Brewers are suddenly loaded in rotation options and could theoretically do without Adrian Houser. However, all of those paths come with a complication for the Yankees, who are reportedly leery about crossing the final tier of the competitive balance tax. Roster Resource currently pegs their CBT figure at $292.3MM, just a hair under the final line of $293MM. Making any external addition without making up that difference will be a challenge. Trading the contract of someone like Josh Donaldson or Aaron Hicks would give them some more breathing room but the Yanks haven’t been able to find a deal so far.

Yankees Sign Tanner Tully, Ryan Weber To Minor League Deals

The Yankees recently signed a number of players to minor league contracts, as reported by Chris Hilburn-Trenkle of Baseball America. Among those that haven’t previously been covered at MLBTR: left-handers Tanner Tully and Nick Ramirez, righty Ryan Weber and infielder Jamie Westbrook.

Tully had spent his entire career in the Cleveland system. A 26th round pick in 2016, he worked his way to the majors for the first time this year. Tully appeared out of Terry Francona’s bullpen three times, allowing four runs in six innings. He spent the bulk of the season at Triple-A Columbus, where he started 24 of 28 outings. Through 122 innings, the Ohio State product put up a 4.72 ERA with a modest 18.5% strikeout percentage but an excellent 4.9% walk rate.

The 28-year-old doesn’t throw hard, averaging just under 91 MPH on his fastball during his MLB time. He’s a quality strike-thrower who has gotten average or better grounder rates in the minors of late. He’ll presumably open the year at Triple-A Scranton/Wilkes-Barre and serve as rotation or long relief depth.

That’s a role with which Weber is also familiar. He spent the 2022 campaign in the Yankees organization, shuttling on and off their roster whenever the club needed to cover some innings. The 32-year-old made five appearances, all in relief. He allowed just one run across 10 2/3 innings with a trio of strikeouts and a walk. That marked his eighth consecutive year logging some big league action, and he has a 5.02 ERA across 177 2/3 career frames.

Like Tully, Weber is a soft-tossing control specialist. He consistently racks up grounders on over half the batted balls he allows, including a robust 53.5% rate in 39 2/3 frames for Scranton this past season. Weber walked just 3% of opponents with the RailRiders, albeit with a 16.5% strikeout rate.

Ramirez, 33, adds some left-handed relief depth to the mix. He appeared in the big leagues in each season between 2019-21, suiting up with the Tigers and Padres. Between the two clubs, he posted a 4.55 ERA with a 20.4% strikeout rate and 9.5% walk percentage across 110 2/3 innings. Ramirez spent the entire 2022 campaign working out of the bullpen with the Mariners highest affiliate in Tacoma. He had a nice season, working to a 2.93 ERA with a 23.7% strikeout percentage and 46% ground-ball rate through 55 1/3 frames. That wasn’t enough to crack an excellent Seattle bullpen, but he’ll try to work his way back to the majors in the Bronx.

Westbrook has yet to play in the big leagues. The 27-year-old has played almost a decade in the minors, spending parts of four seasons at Triple-A. He looked like to be under consideration for an MLB call when the Tigers acquired him from the Brewers in an April trade. That proved not to be, as the former fifth-round draftee spent the year at Triple-A Toledo. Westbrook hit .248/.349/.377 across 499 plate appearances, showing solid plate discipline without much power. He’s primarily a second baseman but has experience in the corner outfield; he’ll add some defensive flexibility to the upper levels of the system.

19 Players Elect Free Agency

Players hit minor league free agency on a daily basis during the postseason, as opposed to major league free agents who hit free agency following the World Series when their contracts expire. On Thursday, MLBTR covered 15 players who elected minor league free agency, and we will continue to provide occasional updates as players continue to hit the open market, as noted on the MiLB.com transactions log.

If a player is not on their organization’s 40-man roster at the end of the season, he will hit minor league free agency as long as he has at least 3 years of MLB service time, been assigned outright more than once in his career, and/or has played in the minor leagues for parts of seven or more seasons. Everyone on today’s list is part of that group of players, and most will search for another minor league deal this offseason, though a few may manage to latch onto a major league club and secure a bench or bullpen spot entering the 2023 season.

A couple updates on some recently DFAed players who’ll remain with their organizations…

  • The Rays announced that righty Cristofer Ogando was outrighted to Triple-A Durham (h/t to Neil Solondz). He was designated for assignment when the team signed Roman Quinn last week. The 28-year-old only made one appearance, tossing two innings of one-run ball during his major league debut on July 3. He’s otherwise spent the season with the Bulls, logging 36 2/3 frames with a 3.68 ERA and roughly average strikeout and walk rates (24.2% and 8.2%, respectively). Ogando has never previously been outrighted, so he’ll remain in the organization and try to pitch his way back onto the 40-man roster before the end of the year.

  • The Guardians assigned left-hander Tanner Tully to Triple-A Columbus after he went unclaimed on outright waivers, per the transactions log at MLB.com. The 24-year-old Tully has pitched six big league innings this season and yielded four runs on eight hits and a hefty six walks with just two punchouts. Tully, a former 26th-round pick, has pitched better in Columbus but still doesn’t have dominant numbers: a 4.93 ERA, 17.1% strikeout rate, 3.4% walk rate and 50% grounder rate through 80 1/3 innings. That outstanding walk rate and strong ground-ball ability are undeniably impressive, but Tully has never been regarded among the organization’s best prospects and has a career 4.91 ERA in parts of four Triple-A seasons. He’ll continue to serve as rotation depth for the time being.
  • Cubs righty Matt Swarmer was assigned outright to Triple-A Iowa after clearing waivers, per the team. Tommy Birch of the Des Moines Register tweeted this morning that Swarmer rejoined the club today. The 28-year-old allowed just two earned runs through his first dozen innings during this year’s MLB debut, but the success proved fleeting. Swarmer was tagged for 14 runs over his next three starts (12 2/3 innings) before being moved to the bullpen and continuing to struggle there (2.89 ERA but 10 walks in 9 1/3  innings). On the whole, Swarmer has a 5.03 ERA with a 36-to-20 K/BB ratio in 34 innings. He does have a 2.08 ERA in 39 Triple-A frames this season, and he’ll look to build on that in hopes of earning another big league look in the season’s final few months.
