- The new Collective Bargaining Agreement will implement some major changes to the draft, but Baseball America's Jim Callis says the spending limitations won't be as drastic as initially thought.
- Jeff Passan of Yahoo! Sports reports (on Twitter) that slots for the first four picks for the draft will be $7.2MM, $6.2MM, $5.2MM, and $4.2MM. Teams are not required to spend that much, however.
- In an Insider-only breakdown, ESPN's Keith Law analyzed the new CBA point-by-point. "The net result here is a big negative for the sport," he says. Click here for some more CBA reactions.
- The Rangers were not in on Jonathan Papelbon before he signed with the Phillies, reports WEEI.com's Rob Bradford (on Twitter). Texas signed Joe Nathan to close yesterday.
- MLB.com's Jordan Bastian says (on Twitter) that the Indians will give Lonnie Chisenhall every chance to win their third base job in Spring Training, so don't expect their search for offense to result in an upgrade at the hot corner.
- In a second tweet, Bastian says the one-year deal between the Indians and Grady Sizemore should be announced soon, perhaps on Wednesday.
- The Diamondbacks announced their minor league coaching staffs in a press release. Former D'Backs Jay Bell and Robby Hammock have joined the club's player development staff.
- Rob Biertempfel of The Pittsburgh Tribune-Review passes along some changes the Pirates have made to their scouting department.
Bullpen Notes: Red Sox, Street, Rangers

- The Red Sox talked to Joe Nathan, but never made him an offer, according to Alex Speier of WEEI.com. Boston was uncomfortable offering the closer a multiyear deal partly because he's 37.
- The Rockies are trying to move Huston Street because they believe Rafael Betancourt can close for them, according to Troy Renck of the Denver Post (Twitter links). Renck expects the Rockies to attempt to acquire a starter such as Jeremy Guthrie or Carl Pavano for Street.
- The bullpen remains the Rangers’ top priority, GM Jon Daniels told reporters, including Anthony Andro of FOXSportsSouthwest (Twitter link).
- The Red Sox, Angels, Twins, Reds, Marlins, Blue Jays and Mets are among the teams with potential interest in closers, according to Jon Heyman of SI.com (on Twitter).
AL West Notes: Garza, Feliz, Nathan, A’s
The Rangers signed Joe Nathan to a two-year, $14.5MM deal and announced that they’re moving Neftali Feliz to the rotation last night. Here’s the latest from the AL West, starting with some notes from Texas…
- The Rangers, who haven’t ruled out pursuing starters even after moving Feliz to the rotation, have shown interest in Matt Garza in the past, as Ken Rosenthal of FOX Sports explains (Twitter links). The Cubs are willing to move Garza, so the Rangers may inquire on the right-hander.
- Some in the Rangers organization were concerned about Feliz’s ability to recover from his blown save in Game 6 of the World Series, according to ESPN.com’s Buster Olney.
- Though Nathan's deal may seem generous, two agents had pegged the 37-year-old for a two-year deal in the $14-15MM range, according to Rosenthal.
- A’s GM Billy Beane accompanied owner Lew Wolff to meet commissioner Bud Selig and discuss the team’s stadium situation earlier in the month, according to Susan Slusser of the San Francisco Chronicle.
- The A's lost money for the first time this century, Beane told Slusser. Though they obtain tens of millions in revenue sharing each season, the A's are expected to lose several million dollars in 2011.
AL West Notes: Gonzalez, Bailey, Oliver, Wilson

- A's people mention the Dan Haren deal as a point of reference for Gio Gonzalez trade talks, according to Susan Slusser of the San Francisco Chronicle. The A's obtained Carlos Gonzalez and Brett Anderson for Haren, so it's clear they'll be looking for top prospects in any deal involving the 26-year-old Gonzalez. Andrew Bailey is "more available" than Gonzalez, according to Slusser, but the A's aren't in a rush to make a move despite interest in both pitchers.
- Slusser suggests the A's could also trade Grant Balfour or Brian Fuentes.
- Kurt Suzuki's trade value isn't particularly high, so the backstop may stay put in Oakland, Slusser writes.
- Free agent left-hander Darren Oliver told Drew Davison of the Fort Worth Star-Telegram that re-signing with the Rangers would be his “first choice, no doubt.” The Rangers will be looking to add lefty relievers this offseason.
- Rangers GM Jon Daniels told reporters, including Anthony Andro of FOXSportsSouthwest that he's realistic about re-signing C.J. Wilson, though he hasn't ruled the possibility out (Twitter link).

Rangers Sign Joe Nathan
The Rangers' 2012 pitching staff just took shape and so did the rest of their offseason. The defending American League champions agreed with Joe Nathan on a two-year deal that includes a team option for 2014. Dave Pepe of Pro Agents, Inc. negotiated a $14.75MM guarantee for the four-time All-Star. Nathan will earn $7MM in 2012 and 2013 and the club holds a $9MM option for 2014 ($750K buyout). Nathan can earn up to $1MM in incentives based on games finished, reports Jon Paul Morosi of FOX Sports, and the 2014 option can vest based on games finished in '13.
The Rangers announced that Neftali Feliz is finally headed to Texas' rotation. After successfully converting C.J. Wilson and Alexi Ogando into starters, the Rangers will attempt to bolster their rotation with a converted reliever for a third consecutive spring. However, the Rangers aren't out on starters, tweets Ken Rosenthal of FOX Sports. There's less pressure for the Rangers to over-spend on Wilson or another free agent arm now that they have an established arm at the back of their bullpen and five starters in Feliz, Ogando, Colby Lewis, Derek Holland and Matt Harrison.
Nathan, who turns 37 tomorrow, missed the entire 2010 season while recovering from Tommy John surgery. The Houston native posted a 4.84 ERA with 8.7 K/9, 2.8 BB/9 and a 34.9% ground ball rate in 44 2/3 innings this past season, saving 14 games. His average fastball velocity dropped to 92.3 mph in 2011 after sitting in the 93-95 mph range from 2002-09.
Nathan, an unranked free agent, won't cost the Rangers a draft pick and his former team, the Twins, won't obtain a compensatory pick. The Twins declined a $12.5MM option for Nathan after the regular season, but maintained interest in their longtime closer.

Heyman On Brewers, Rangers, Wilson
Albert Pujols will sign a nine-year deal for $220MM, Prince Fielder will sign an eight-year deal for $195MM and Jose Reyes will sign a six-year deal for $120MM, according to Jon Heyman's free agent predictions at SI.com. Here are the rest of Heyman’s rumors…
- Some Brewers people were a little surprised that both the Red Sox and Cubs had strong interest in Dale Sveum, according to Heyman. Sveum, Milwaukee’s former hitting coach, interviewed with the Red Sox before accepting the Cubs’ offer to manage the team for the next three years.
- Rangers people are saying they aren’t expecting to sign any players to nine-figure deals this offseason, according to Heyman. In other words, Rangers fans probably won't be welcoming Fielder or Pujols to Texas in the near future.
- One offseason focus for the Rangers is an extension for Josh Hamilton, Heyman writes. They signed the outfielder to a two-year deal less than a year ago, but he’s up for free agency after the 2012 campaign.
- The Mets, Dodgers and Braves are among six teams that have shown interest in free agent infielder Jack Wilson, according to Heyman (on Twitter). Wilson, 33, hit .243/.274/.285 for the Mariners and Braves in 2011, appearing at second, short and third.
Rangers Expressed Interest In Frank Francisco
Ten months ago, Frank Francisco and cash brought the Rangers two years of Mike Napoli. After a season with the Blue Jays, Francisco is now a free agent, and MLB.com's T.R. Sullivan says the Rangers have expressed interest in bringing him back. So far, the Mets have also been linked to Francisco.
Francisco, 32, posted a 3.55 ERA, 9.4 K/9, 3.2 BB/9, 1.2 HR/9, and 38.6% groundball rate in 50 2/3 innings this year. He was diagnosed in March with tightness in his right pectoral and biceps inflammation, which delayed his season debut until April 20th. He bounced in and out of Toronto's closer role, saving 17 games in 21 opportunities. The Rangers are very open to the idea of moving Neftali Feliz to the rotation next year, which may create a need at the back end of the bullpen even with summer acquisitions Mike Adams and Koji Uehara under team control.
Heyman On Rangers, Pujols, Fielder, Nunez
Earlier this week, it was reported that in addition to the Cardinals and Marlins, there's a third team in on Albert Pujols. Yahoo's Tim Brown hypothesized that the mystery suitor could be the Cubs or Rangers. Today on Twitter, Jon Heyman of Sports Illustrated discussed the Rangers' possible pursuit of Pujols and more..
- The Rangers are still saying that the odds are remote for them to make a run at Albert Pujols or Prince Fielder this offseason, says Heyman (via Twitter). The club's focus now is to try to lock up Josh Hamilton as the outfielder will hit free agency after 2012.
- Heyman (via Twitter) still won't count Texas out of the chase for Pujols or Fielder. As he points out, last winter's signing of Adrian Beltre came late in the offseason.
- The Braves have long been interested in Yankees shortstop Eduardo Nunez but the Bombers will have to part with much more to land Jair Jurrjens in a trade, Heyman tweets.
AL West Notes: Rangers, Lachemann, Mariners
Four years ago today, the Angels traded Orlando Cabrera to the White Sox for Jon Garland. The right-hander pitched to a 4.90 ERA during his lone season in Anaheim before joining the Diamondbacks as a free agent. The Halos selected Eastern Illinois left-hander Tyler Kehrer with the supplemental first round pick they received as compensation for Garland's departure. Here's the latest from the AL East…
- In today's Insider-only blog post, ESPN's Buster Olney says the Rangers appear to be working on a similar track to last offseason. They'd like to re-sign C.J. Wilson just like they would have liked to re-sign Cliff Lee, but they have a salary threshold they do not want to cross. If Wilson leaves, they will look to improve their teams in other ways, a la Adrian Beltre.
- The Angels have hired Marcel Lachemann as a special assistant to new GM Jerry Dipoto, reports Jack Etkin of Inside The Rockies. Lachemann had served as a specialist assist to Rockies GM Dan O'Dowd for the last ten years.
- The Mariners had interest in Ryan Doumit before he signed with the Twins, but Geoff Baker of The Seattle Times says they have bigger fish to fry and "can't afford to spend too much money for part-time production."
West Notes: Soler, Padres, Arenado, Mariners
Let's look at some news from both the AL and NL West….
- The Rangers have scouted 19-year-old Cuban defector Jorge Soler, reports MLB.com's T.R. Sullivan. Texas is one of a few teams who have interest in Soler, who Sullivan says "might have more offensive upside" than the heavily-scouted Yoenis Cespedes.
- Bill Center of the San Diego Union-Tribune reports that Adrian Gonzalez has been lobbying the Red Sox to check in on several Padres, including Heath Bell and strength/conditioning coach Jim Malone. Boston is known to have an interest in Bell as a possible replacement for Jonathan Papelbon in the Red Sox bullpen. Center also discusses San Diego's own closing situation among other topics as part of his weekly online chat with Padres fans.
- Rockies third base prospect Nolan Arenado has hired Scott Boras as his agent, tweets ESPN's Jerry Crasnick. Arenado was represented by the Beverly Hills Sports Council when Colorado picked him in the second round of the 2009 draft. Arenado, 20, has enjoyed a strong start to his pro career, compiling an .829 OPS in his first three seasons ranging from rookie league to high-A ball.
- The Mariners can afford Prince Fielder, writes Geoff Baker of the Seattle Times and "aversion to risk is how mediocre teams stay bad a long, long time." Baker figures that if the Mariners "eat most of the remaining cash on the Chone Figgins contract" and deal Jason Vargas or Brandon League, the club can afford the slugging first baseman. MLBTR's Tim Dierkes picked Seattle as Fielder's landing spot in his top 50 free agent predictions.
