Haitian Prospects Stuck In Verification Limbo

This season, as during every season in recent memory, more Major League players come from the Caribbean island of Hispaniola than from any place outside of the United States. But for the time being, they come only from the eastern half of the island, the Dominican Republic. Prospects with origins in Haiti, Hispaniola’s western half, do exist, however. Most are first-generation Dominicans whose parents or grandparents emigrated from Haiti, as was the case with shortstop Miguel Sano, who signed with the Twins for $3.15MM in 2009 and is currently the team’s number three prospect, according to Baseball America. But as Neftali Ruiz at the Dominican newspaper El Caribe (link in Spanish) wrote in a highly recommended article this weekend, teams and scouts are showing decreasing willingness to sign or work with such prospects, due to what is perceived as a categorical opposition toward Haitian players from within the league itself.

The issue, as could be expected for a country with Haiti’s combination of poverty and ineffective governance, is reliable information. But even in the cases where the prospects have their paperwork seemingly in order, verifying the age or identity of Haitian players is a challenge the league can’t seem to master, explained Patrick Guerrero, the Latin American Scouting Director for the Mariners.

“The cases involving Haitians always get stalled in MLB. They usually get categorized as ‘indefinite’ and it takes three or four years for the player to receive a ‘yes’ or ‘no’ verdict,” Guerrero told Ruiz. “I don’t see them any more because I don’t want to waste so much time.”

Ruiz lays out the case of one such player, Cristian Pierret, who Guerrero calls “a player of great ability, but one of many players I’ve had to let go in order to avoid problems.” Pierret was born in the Dominican to a Haitian mother, and his father died when Pierret was two years old. As a player, Pierret began receiving offers upwards of $450K at age 15, and had an impressive tryout for then-Mets general manager Omar Minaya two years ago. However, the player, now 19, told Ruiz scouts have since stopped paying attention to him.

“Many people don’t believe my age. After July 2 [the start of the international signing period], two months went by without my lawyers presenting me to any teams, and I then I knew there was a problem,” Pierret recalled.

As Ruiz detailed in another article in El Caribe on Friday, there is a process for baseball prospects to seek Dominican citizenship and have their identity and age verified, even if they don’t have a birth certificate. However, Roberto Rosario, the president of the government office responsible for performing the research, told Ruiz that their work is limited to cases arising from specific requests by Major League Baseball—such as that of Sano, whose mother is Haitian. Over six months in 2009, Sano and his family were subjected to over six months of investigation, including DNA tests and a study of his bones, which placed his age as between 16 and 17.

The conclusion: He is who he says he is, but his age remains “indefinite.” Nevertheless, Sano signed with the Twins for what was, at the time, the second-largest signing bonus ever given to a non-Cuban Latin American player. This begs the question: is a matter of a year or two of age really worth all that trouble and lost time? After all, a process like Sano’s can seem particularly invasive and complicated when compared to high-profile Cuban players, for whom doubts about age persist as little more than joking asides in future columns. Mario Guerrero at the Dominican daily Listín Diario (link in Spanish) noted the discrepancy in an editorial on Sunday, writing:

"Just as Major League teams take the risk of recruiting Cuban players, having no idea of  their age and true identity, they should give the same treatment to Haitians. The team’s directors will argue that these young men are high-risk goods, and most times this may be true, but if that's the case, then the matter could be resolved by offering a lower bonus, instead of rejecting them as a commodity without any value."

As for the tortuous verification process facing Haitian players, Guerrero said reading about them made him “feel like I was living in the time before 1947.”

“The pieces Ruiz published reveal that, although more than 60 years have passed since Jackie Robinson vindicated the rights of black players to play baseball in the Major Leagues, in many respects the exclusion of people based on their ethnicity is still in force in the sport.”

Dominican lawyer David Toribio suggested to Ruiz that the Dominican government could provide a more open and straightforward path to citizenship, perhaps utilizing existing Dominican players and their hundreds of millions of dollars in annual earnings as resources. The Mariners' Patrick Guerrero is less clear about a solution, emphasizing instead simply that the talent is there, and that many players are missing out on their small window of marketability.

"They are paying for other people's sins," he told Ruiz. "There are lots of players, and there's no need for them to spend years in such a painful situation."

Tigers Extend Dombrowski, Leyland

The Tigers announced that they have agreed to extensions with president and general manager Dave Dombrowski and manager Jim Leyland, whose contracts were set to expire after 2011. Dombrowski's extension runs through 2015, while Leyland's extension covers the 2012 season.

Owner Mike Ilitch said the Tigers are confident in Leyland, who is in his sixth season as Detroit's skipper, and Dombrowski, who is in his tenth season with the Tigers. The Tigers also announced that they have extended the contracts of assistant GM Al Avila, special assistant David Chadd, VP of player personnel Scott Reid and legal counsel John Westhoff.

“Collectively, it’s as fine a group of quality baseball people as you will find,” Dombrowski said. “They continue to make significant contributions to the organization.” 

The Tigers, who currently lead the AL Central, have a record of 485-442 under Leyland. The 2006 Tigers made it to the World Series under Leyland and Dombrowski, though Detroit hasn't returned to the playoffs since.

But the established big leaguers they've obtained – Brad Lidge, Cliff Lee, Roy Halladay, Roy Oswalt and Hunter Pence – have propelled the Phillies from contender to baseball superpower, Conlin writes.

Pirates Notes: Cole, Huntington, Pitching

The Pirates were buyers at the July 31st trade deadline, acquiring Ryan Ludwick and Derrek Lee, but they haven't won a game this month. Here's the latest from Pittsburgh as the 54-59 Pirates look to post their first winning record since 1992…

  • Pirates GM Neal Huntington must sign first overall draft pick Gerrit Cole by next week's deadline, Dejan Kovacevic of the Pittsburgh Tribune-Review writes.
  • Kovacevic also says president Frank Coonelly should complete an extension for Huntington, whose contract expires after the season. 
  • Huntington told Michael Sanserino of the Pittsburgh Post-Gazette that the Pirates could solve their bullpen problems by calling up pitchers such as Tim Wood, Chris Leroux and Danny Moskos. 
  • Kovacevic points out that the Pirates' dropoff in starting pitching performances has contributed to the club's current ten game losing streak. Paul Maholm agrees that the results have to improve. "It's on us," Maholm said. "We're the ones who go out there and pitch."

  • Jeff Zrebiec of the Baltimore Sun expects the Orioles' front office to at least internally discuss the possibility of adding Kevin Millwood, who was released yesterday. A reunion would surprise Zrebiec, however.
  • Jorge Posada is no longer the Yankees' regular DH and the final chapter of his career may be characterized by inactivity, writes Mike Bauman of MLB.com.
  • As Bill Madden of the New York Daily News writes, manager Joe Girardi has delivered potentially embarrassing news to Posada before a nationally televised game twice this season. Girardi batted Posada ninth back in May and the switch-hitter pulled himself from the lineup. 
  • Brett Lawrie tells Shi Davidi of Sportsnet.ca that it's the same game at the Major League level, but with more breaking balls in the strike zone and bigger stadiums. The Blue Jays prospect is five for his first 11 with a homer as a big leaguer.

Quick Hits: Nationals, Reyes, Red Sox, Upton

  • With the August 15th deadline a week away, the Nationals have yet to make any real progress in reaching agreements with their top four draft picks, GM Mike Rizzo told Adam Kilgore of the Washington Post.  The Nats are satisfied that infielder Anthony Rendon, pitcher Alex Meyer, supplemental round pick outfielder Brian Goodwin and third round pick Matt Purke are all in good health.
  • One Mets official last week told Andy Martino of the New York Daily News (via Twitter) that he expects the Red Sox, Angels, and Nationals to be the top competition for Jose Reyes this winter.
  • Back in November when the Diamondbacks were shopping Justin Upton, it was rumored that they would likely request Daniel Bard and Jacoby Ellsbury from the Red Sox in a deal.  Today, Nick Piecoro of the Arizona Republic writes that it looks like a good no-deal for Arizona.
  • It took a little bit of time, but outfielder Kosuke Fukudome appears to be getting used to life with the Indians, writes MLB.com's Jordan Bastian.  The Tribe acquired Fukudome and roughly $3.9MM from the Cubs for minor leaguer outfielder Abner Abreu and reliever Carlton Smith.

Poll: Should The Rays Trade B.J. Upton This Winter?

The Rays received a great deal of calls on B.J. Upton in the weeks leading up to the trade deadline with the Braves, Indians, Nationals, Phillies, and Pirates all being linked to the center fielder.  While we saw star outfielders Carlos Beltran, Colby Rasmus, and Hunter Pence change teams, Tampa Bay wound up hanging on to the soon-to-be 27-year-old.

Upton is earning $4.825MM this season as he enters his final year of arbitration and is due for a healthy raise in 2012.  After that, he'll be in line for a big payday when he hits free agency.  So far in 2011, Upton has hit .230/.313/.404 with 16 homers while playing a slightly below average center field according to his -2.0 UZR/150.  Of course, the idea of parting with Upton isn't completely unpalatable thanks to the presence of 24-year-old Desmond Jennings, who is under team control through 2015.

Should the Rays trade Upton this winter or hang on to him and re-evaluate during the season?

Week In Review: 7/31/11 – 8/6/11

Here's a look back at the week following the trade deadline..

  • The Mets remain highly unlikely to offer Jose Reyes a contract similar to Carl Crawford's contract at seven-years, $142MM.  Reportedly, both the guaranteed money and the length of Crawford’s contract would be unappealing to the Mets.
  • No surprise here, Phillies GM Ruben Amaro Jr. doesn’t want to let Jimmy Rollins slip away when he hits free agency.
  • After a career that has spanned nearly two decades, Matt Stairs announced that he's retiring.  The 43-year-old was designated for assignment by the Nationals last Wednesday and released on Monday.
  • The Twins recently approached Michael Cuddyer about a contract extension and floated the idea of a two-year, $16MM deal.  The conversations didn’t progress from there and Cuddyer appears to prefer to postpone negotiations until after the season.
  • The Braves are in the market for a right-handed pinch hitter who can complement the left-handed hitting Eric Hinske off of the bench.
  • Closer Heath Bell intends to accept arbitration after the season from the Padres if the two sides have not worked out a contract extension.  Later on, Padres owner Jeff Moorad said that he doesn't mind if Bell accepts arbitration after the season.
  • Baltimore released Justin Duchscherer, who never appeared in a game for the Orioles.  The 33-year-old right-hander spent the entire season on the disabled list with a strained left hip after signing a one-year deal in February that paid him $700K plus incentives.
  • Later that day, the Orioles claimed Jo-Jo Reyes after the Blue Jays designated the left-hander for assignment.
  • After opting out of his deal with the Athletics, pitcher Willie Eyre agreed to a deal with the Orioles.
  • Brett Carroll refused an outright assignment from the Brewers and is now a free agent.
  • The Mariners released Jack Cust, who was designated for assignment last week.
  • The Athletics designated left-hander Jerry Blevins for assignment in order to call up Adam Rosales from Triple-A.
  • David Purcey was designated for assignment by the Tigers to clear a spot for reliever David Pauley.
  • The Rangers designated Arthur Rhodes for assignment, to create roster space for newly-acquired right-hander Mike Adams.
  • The Phillies released reliever Danys Baez after he cleared waivers.  The veteran had been designated for assignment recently to create a spot for Brad Lidge.
  • This week we learned that Japanese pitcher Hisashi Iwakuma hired Paul Cobbe of Sosnick-Cobbe Sports as his new agent several months ago.
  • First baseman Lyle Overbay was DFA'd by the Pirates.
  • Red Sox righty Clay Buchholz is unlikely to pitch again in the regular season due to a stress fracture in his back which explains why the Red Sox picked up Erik Bedard.

NL West Notes: Rockies, Giants, Beltran, Padres

Let's check out a few items from the National League West..

  • While some Rockies fans are clamoring for the Mets' David Wright, Troy E. Renck of The Denver Post says that the club should zero in on Twins outfielder Michael Cuddyer this offseason.  While Cuddyer alone won't make Colorado a playoff team next year, he would provide them with a much needed power corner outfield bat.
  • The Giants are 2-8 since acquiring Carlos Beltran, but it's not fair to expect him to turn the offense around by himself, writes Jon Paul Morosi of FOXSports.com.
  • The Padres' expanded scouting department made pulling off the Mike Adams deal rather easy, writes MLB.com's Corey Brock.  The club has hired eight new scouts since A.J. Hinch took over as vice president of the department which allowed them to have more than nine different looks at pitchers Robbie Erlin and Joe Wieland.
  • Veteran Alfredo Amezaga, who was shipped from the Rockies to the Marlins yesterday, is delighted to get a new start with his former club, writes Clark Spencer of the Miami Herald.
