AL Notes: Refsnyder, Feliz, Hahn, Kelly

The Yankees are promoting middle infield prospect Rob Refsnyder today, a move originally reported by the YES Network’s Jack Curry (on Twitter). The 24-year-old Refsnyder hasn’t wound up on many top prospect lists, but he’s been a strong hitter throughout his minor league career and was hitting .290/.387/.413 for Triple-A Scranton/Wilkes-Barre, so there’s hope he might provide the Yankees with a bit of extra offense. Chad Jennings of the Journal News looks at the implications of the move, wondering what it means for incumbent second baseman Stephen Drew, who has 12 homers but is batting .182/.257/.372 this season. In the short term, Drew could move to a utility infielder role, but in the longer term, there might not be a role for him. Jennings also wonders whether the Yankees might look for a second base upgrade like Ben Zobrist on the trade market if Refsnyder doesn’t hit immediately. Here’s more from the American League.

  • The Twins have also shown interest in free agent Neftali Feliz, according to La Velle E. Neal III of the Minneapolis Star Tribune. Neal notes that several other clubs have interest as well. That’s not surprising, since it’s rare that a young big-league reliever with Feliz’s pedigree is available as a free agent at this point in the season. Feliz opted for free agency after the Rangers outrighted him last week, and beyond Glen Perkins, Blaine Boyer, Brian Duensing and J.R. Graham, the Twins’ bullpen has struggled lately. An unconfirmed report last night had Feliz agreeing to terms with another club, however. We’ll likely know more about his status as the day unfolds.
  • The Athletics have placed starter Jesse Hahn on the 15-day DL with a forearm strain, as Susan Slusser of the San Francisco Chronicle notes. Chris Bassitt will start for the A’s today. A forearm strain sounds ominous, but A’s manager Bob Melvin sounds hopeful that the injury isn’t serious. “This time of the season, typically starters who have logged a lot of innings have some aches and pains and that’s where he is right now,” Melvin says. “It wasn’t getting better in the fashion where we were comfortable having him make another start, so we tried to be proactive here in giving him some time off.” Hahn, who the A’s acquired in an offseason trade with the Padres, has a 3.35 ERA, 6.0 K/9, 2.3 BB/9 and a strong 52.6% ground ball rate in his first season with Oakland.
  • The Red Sox’ weak rotation has strained their bullpen, and the Red Sox have leaned hard on pitchers like Alexi Ogando and Junichi Tazawa. But the Red Sox do not want to move the hard-throwing Joe Kelly, who’s currently starting with Triple-A Pawtucket, into a bullpen role, Jason Mastrodonato of the Boston Herald writes. “As long as we think he can start, we want to give him every opportunity to do that,” says GM Ben Cherington. The 27-year-old Kelly has posted a 2.57 ERA in 14 innings with Pawtucket, striking out 11 batters and walking five. His last start ended prematurely after he got hit in the hand with a line drive, although the Red Sox hope he can make his next start on schedule, as Tim Britton of the Providence Journal writes.

International Notes: July 2 Pools, 2016-17 Market, Cuba

In case you missed the recent action, be sure to catch up on the major July 2 signings. In the midst of teams agreeing to deals with young talent, they were also swapping quite a bit of bonus spending pools amongst themselves. Matt Eddy of Baseball America provides an exceedingly useful chart showing the aggregate results (as of this morning) of all those exchanges.

  • Now that the dust has largely settled, Baseball America’s Ben Badler breaks down at the clubs that have exceeded their total allotment. By Badler’s reckoning, fully one-third of the league will be restricted from spending more than $300K in next year’s July 2 market, with the Dodgers, Giants, Cubs, Royals, and Blue Jays joining the five teams that are set to serve the second year of their bans. (Toronto will only face one season of limitations, as their spending stands.) Badler also explains how all the bonus pool deals were put to use by the teams making them.
  • In the same piece, Badler takes a stab at predicting which clubs are planning to blow their budgets next year. He says that the Braves “seem determined” to make a big splash, while the industry chatter is that they could be joined by the Nationals, Rangers, Twins, and Padres.
  • MLB.com’s Jesse Sanchez looks at the challenges to Cuban baseball posed by changing diplomatic tides. The stream of ballplayers heading for major league organizations has obviously hurt Cuba’s domestic league and national team, as Sanchez explains.

Central Notes: Bruce, Benoit, Tigers, Cardinals

Reds outfielder Jay Bruce is as “as good a bet as anyone” on the team to be dealt, team sources tell Ken Rosenthal of FOX Sports. That is rather a notable viewpoint given the club’s nice collection of even shorter-term assets. Bruce, 28, is controllable for three more years (the last via option), though Rosenthal adds that he rebuffed two offers of a second extension last year. It’s hard to gauge Bruce’s trade value given his rough 2014 and slow start to this season, but he’s bounced back nicely of late. Bruce is neither old nor expensive, offers an established power bat, and has at times graded rather well on defense and on the basepaths.

  • We’ve heard suggestions that the Twins could be looking at bullpen upgrades, and Rosenthal confirms that is Minnesota’s focus. One player the team could pursue is Padres righty Joaquin Benoit, per the report. The righty has been a consistent producer for some time now, and can be controlled for 2016 through a team option.
  • The Tigers should look to take out two needs with one move, argues Chris Iott of MLive.com. Dealing for a starter while shifting Alfredo Simon to the pen would upgrade both sides of the staff, suggests Iott.
  • While the Cardinals still have some padding, their NL Central lead is beginning to dwindle. Bernie Miklasz of the St. Louis Post-Dispatch argues that St. Louis is in need of a move or two to capitalize on its nice first half. Miklasz says it’s time to add some punch to the lineup, noting that first base is the obvious area for an acquisition with Matt Adams out.
  • Miklasz does mention the possibility of shifting well-regarded outfield prospect Stephen Piscotty to first, and indeed colleague Derrick Goold indicates on Twitter that Piscotty could soon get a shot in the big leagues. The 24-year-old was nearly called up on Tuesday, and will now spend time at first at Triple-A to get ready for just that possibility. In his second run through Memphis this year, Piscotty owns a .270/.362/.471 slash with 10 home runs over 340 plate appearances. He has walked 41 times while making just 52 outs via strikeout.

Trade Market Notes: Papelbon, Indians, Cotts, Maybin

Phillies closer Jonathan Papelbon said today that he would be surprised and disappointed if he is not traded this summer, MLB.com’s Todd Zolecki reports. The veteran righty indicated that he’d be willing to waive his no-trade clause to play for any contender — provided, that is, that he’d work in a closing capacity. “I think [the front office] knows where I’m at,” he said. “I’ve always been straightforward that I want to go play for a contender and I’m not going to shy away from it. I feel like that’s my right and my prerogative to have that opportunity and, you know, it’s in their hands. The ball’s in their court. I guess that’s kind of it.” While Papelbon’s preferences will play a significant role in his market, he’s done nothing but increase his trade value through his on-field performance this year. Entering today’s action, the 34-year-old owns a 1.65 ERA with 9.4 K/9 against 1.9 BB/9 — and a career-best 50.6% groundball rate — on the season.

  • The Indians are still alive for a post-season berth even though the club has underperformed expectations, and Ken Rosenthal of FOX Sports reports that the club will probably stand pat for the most part at the trade deadline. Cleveland is not terribly interested in dealing away Carlos Santana, but could consider moving David Murphy or Ryan Raburn, both of whom have been quite productive this year and can be controlled through fairly reasonable 2016 options. In the event that the Indians decide to add pieces, says Rosenthal, the club could target a pen arm or a bat (at an unidentified position — the left side of the infield seeming most likely).
  • The Twins and Brewers have had some preliminary trade chats, Mike Berardino of the St. Paul Pioneer-Press reports (Twitter links). It is not clear precisely what players were under discussion, though Berardino indicates that Milwaukee lefty Neal Cotts could hold some appeal to Minnesota.
  • Some opposing clubs believe the Braves could be interested in selling high on outfielder Cameron Maybin this summer, Buster Olney of ESPN.com reports on Twitter. Olney had previously indicated on Twitter that Atlanta was not interested in parting with Maybin, who’s been quite a pleasant surprise since coming over as part of the salary swaps in the Craig Kimbrel deal. But he could have significant appeal to teams in need of an outfielder, particularly if the market ends up being largely devoid of bats.

Ricky Nolasco To Undergo Ankle Surgery

Twins GM Terry Ryan announced today that starter Ricky Nolasco will undergo surgery on his right ankle, as MLB.com’s Rhett Bollinger was among those to report. Nolasco has missed the last five weeks with an ankle impingement, and had been attempting to avoid a procedure.

While Nolasco’s timeline remains unclear, Darren Wolfson of 1500 ESPN tweets that a six-to-eight week absence seems to be the best-case scenario. It’s not clear whether that estimate would include the necessary rehab period, but regardless, it seems that Nolasco won’t have much of an impact until the tail end of the year — if at all.

That’s obviously disappointing news for a Minnesota club that was expecting to get steady, if unspectacular, production out of Nolasco when they signed him to a four-year, $49MM deal before the 2014 campaign. Now 32, Nolasco has contributed 191 2/3 innings of 5.40 ERA pitching to the organization.

The Twins have lagged a bit over the last several weeks since peaking at 11 games over .500, but are very much still in the postseason picture as the trade deadline nears. Particularly with Nolasco down, the rotation contains some questions. Mike Pelfrey has faded of late, while hurlers such as Kyle Gibson and Tommy Milone have outperformed their peripherals by notable margins.

While there surely is some impetus for an addition, the club did just plug Ervin Santana back into the staff. The veteran returned from his PED suspension yesterday and turned in quite a strong outing.

Minor MLB Transactions: 7/4/15

Here are today’s minor moves from around the game.

  • Righty Ben Rowen has opted out of his contract with the Orioles and is now a free agent, MASNsports.com’s Steve Melewski reports (via Twitter).  Rowen’s contract gave him the option of opting out if he wasn’t on the team’s MLB roster by July 1.  Rowen has a 2.41 ERA, 24 strikeouts and six walks over 37 1/3 Triple-A relief innings this season, and he appeared eight big league games with Texas in 2014.
  • Earlier this week, the Twins signed veteran righty Scott Atchison to a minor league contract, according to MLB.com’s official transactions page.  Atchison his the open market last week when he was released by the Indians.  Atchison posted a 6.86 ERA, 5.5 K/9 and a 3:1 strikeout-to-walk ratio over 19 2/3 innings out of Cleveland’s bullpen this season, though with strong numbers in 2011-14, it’s a no-risk signing by the Twins to see if Atchison can regain his form.
  • Reliever Ronald Belisario, who was recently outrighted by the Rays, has cleared waivers and elected to become a free agent, Marc Topkin of the Tampa Bay Times tweets. The Rays recently designated Belisario for assignment after he allowed seven runs in eight innings in a brief stint with the team covering two weeks in late June.
  • The Mariners have outrighted outfielder Julio Morban, MLB.com’s Greg Johns tweets. The move clears a spot on the Mariners’ 40-man roster, which now stands at 39. Morban, 23, had a pair of strong seasons in 2012 at Class A+ High Desert and in 2013 at Double-A Jackson. He has struggled with injury throughout his career, however, and his performance has tailed off significantly in the past two seasons. He only recently returned from a two-month stay on the restricted list due to personal reasons.
  • The Mariners have released righty Justin Germano and lefty Rafael Perez, Bob Dutton of the Tacoma News Tribune reports. Both of them had out clauses. Germano confirms (via Twitter) that he will head to Korea to pitch with the KT Wiz. The 32-year-old was in the midst of a good season for Triple-A Tacoma, with a 2.83 ERA, 6.6 K/9 and 1.4 BB/9 in 89 innings. The 33-year-old Perez had been on loan to Quintana Roo in the Mexican League and had not actually pitched in the Mariners system.
  • The Rangers have traded outfielder Jake Skole to the Yankees for cash, FOX Sports Southwest’s Anthony Andro tweets. Skole, the 15th overall pick in the 2010 draft, was hitting .218/.313/.335 for Double-A Frisco, consistent with his walk-heavy but generally unimpressive offensive performances throughout the minor league career.
  • Andy Oliver has opted out of his minor league deal with the Rays, Marc Topkin of the Tampa Bay Times tweets. The 27-year-old Oliver has good stuff, particularly for a lefty, but has struggled with control problems throughout his career. He had a 3.86 ERA and 10.3 K/9 but with 7.7 BB/9 in 28 innings for Triple-A Durham. The Phillies took him in the Rule 5 Draft last winter, but he elected free agency after they outrighted him in April.
  • The Giants have signed outfielder Xavier Avery to a minor league deal, Andrew Baggarly of the Mercury News tweets. The 25-year-old Avery opted out of his deal with the Tigers this week after hitting .305/.371/.393 for Triple-A Toledo. The Giants have assigned him to Triple-A Sacramento.
  • The Orioles have signed Cuban first baseman Yaisel Mederos, MASNsports.com’s Roch Kubatko tweets. The 25-year-old Mederos hit .268/.343/.402 in parts of four seasons in Cuba’s Serie Nacional. He only hit 12 home runs in 531 plate appearances, although Kubatko notes that Mederos has power potential.

Twins Outright Doug Bernier

The Twins have outrighted utility infielder Doug Bernier, according to the MLB.com transactions page. He was back in the lineup for Triple-A Rochester late last week, so he evidently accepted the assignment.

The 35-year-old signed a minor league deal with the Twins after they outrighted him following last season. Bernier then played several weeks for Rochester before being promoted in early May. He collected just six plate appearances with the Twins before being optioned back to the minors.

Bernier has a .254/.326/.308 line in 188 plate appearances with Rochester this season. The Triple-A veteran has 83 career plate appearances in the big leagues, spread across four seasons with the Twins and Rockies.

Twins To Sign Wander Javier

The Twins have agreed to a deal with Dominican shortstop Wander Javier, Ben Badler of Baseball America reports. Javier rated as the No. 9 prospect in this year’s international class, per Badler. Kiley McDaniel of Fangraphs ranked him fifth, and MLB.com’s Jesse Sanchez ranked him eighth.

Javier will earn a $4MM bonus, MLB.com’s Jesse Sanchez reports on Twitter, matching the figure reported by McDaniel dating back to early Spring. Sanchez’s scouting report indicates that Javier has plus raw power and a plus throwing arm with a chance to stick at shortstop, though there’s also a possibility that his 6’0″, 165-pound frame could grow to the point where he’ll have to move to third. McDaniel writes that he ran a 7.01 in the 60-yard dash in February (50-grade) and could pick up a step or two as he matures. He has a raw hitting approach writes Badler (subscription required), and while his swing can get long and flatten out, some scouts project above-average power down the line. Badler notes that tools like Javier’s are tough to come by in the draft, causing multiple teams to be drawn to his ceiling.

Twins To Promote Miguel Sano

The Twins will promote top prospect Miguel Sano prior to tomorrow’s contest, an industry source tells MLB.com’s Rhett Bollinger (Twitter link). It would seem, then, that Sano will be recalled to replace DH Kennys Vargas, who was optioned to Double-A Chattanooga earlier today.

Sano, 22, is considered the best right-handed power prospect in the game and draw scouting grades for his raw power that are parallel to those of Joey Gallo. He entered the season ranked as the game’s No. 11 prospect by MLB.com and placed 12th and 13th on the respective lists of Baseball Prospectus and Baseball America. Fangraphs ranked the Dominican third baseman 15th among all prospects, as did ESPN’s Keith Law. Baseball America’s Ben Badler tweets that in eight seasons covering the July 2 international prospect market, Sano is, to this day, the best position-player prospect that he’s covered.

As mentioned, Sano’s calling card is what most scouts rank as 80-grade power (on the 20-80 scale). MLB.com’s scouting report notes that Sano has “as much power as anyone in the minor leagues,” adding that his 2013 output of 35 homers between Class-A and Double-A could become an annual occurrence. Defensively speaking, Sano was signed as a shortstop but quickly outgrew the position and moved to third base, where the 6’4″, 260-pounder is said by most to be below average.

Third base is presently occupied by Trevor Plouffe for the Twins, and while Plouffe isn’t necessarily a star-level player, he’s quietly developed into a solid regular at the position. It seems possible, especially since he’s taking Vargas’ spot on the roster, that Sano will cut his teeth in the Majors primarily as a designated hitter, though he could certainly spell Plouffe at the hot corner on occasion.

Sano missed the entire 2014 season due to Tommy John surgery and opened the 2015 campaign at Double-A for a second stint as he reacclimated himself to the rigors of playing every day. He started the season slow, but since the beginning of May, Sano has been an absolute juggernaut for the Lookouts. In that time, he’s batted .315/.400/.601 with 11 homers in 210 plate appearances.

If Sano is to stick in the Majors from this point forth, he’ll accrue 97 days of big league service, leaving him well shy of Super Two designation. As such, he’d be arbitration-eligible the standard three times before qualifying for free agency following the 2021 season.

Minor Moves: Tabata, Romak, Wheeler

We’ll track the day’s minor moves here:

  • The Pirates have outrighted outfielder Jose Tabata to Triple-A, per the International League transactions page. Recently designated for assignment, Tabata still has another year left on the extension he signed early in his career. It’s no surprise, then, that Tabata appears on the Triple-A Indianapolis roster (Twitter link), meaning that he’s accepted his assignment rather than sacrificing his remaining guaranteed money to become a free agent.
  • Pursuant to an upward mobility clause like the one we explained yesterday, the Diamondbacks have notified the rest of the league that infielder/outfielder Jamie Romak is available to any club that is willing to add him to its active roster, MLBTR has learned. The 29-year-old is obviously hoping for a chance at big league playing time, but has also asked the team to sell his contract to a Japanese or Korean club if an MLB job is not available. Despite a very strong recent track record at Triple-A, Romak has only received 23 big league plate appearances in his career (all coming last year with the Dodgers). Thus far in 2015, he’s slashed .299/.375/.541 with 13 home runs over 323 trips to the plate. Notably, Romak has also spent time at second base this season for the first time in his career, adding to his versatility after logging plenty of minor league innings in the corner outfield and at both first and third.
  • The Twins have released third baseman Ryan Wheeler, Kevin Oklobzija of the Rochester Democrat and Chronicle reports on Twitter. Wheeler, who’ll soon turn 27, signed with Minnesota in May after being released by the Angels. He’s struggled ever since, putting up a .233/.243/.315 slash in 74 plate appearances at Triple-A. Wheeler received limited MLB playing time in each of the last three years with the Diamondbacks and Rockies. All said, he has put up a .233/.280/.335 slash in 225 turns at the plate.
