Cleveland manager Manny Acta said Carlos Santana could join the Tribe before the All-Star break, reports Paul Hoynes of The Cleveland Plain Dealer. The club wanted Santana to work on his game-calling and throwing before bringing him up to the majors, but Acta says the young catching prospect is progressing defensively.
Kendry Morales will indeed miss the rest of the season after undergoing surgery, according to Mark DiGiovanna of the LA Times. There had been some hope that Morales could return in 2010.
Brewers GM Doug Melvin explained to MLB.com's Adam McCalvy that developing pitchers takes years. The former Rangers GM pointed to C.J. Wilson and Colby Lewis, two strong starters who were drafted about ten years ago under Melvin.

Astros scouts haven't been told to watch specific teams or players, so Roy Oswalt doesn't need to start preparing for life after Houston just yet. ESPN.com's Jayson Stark has the details on Oswalt and more rumblings from around the major leagues:

Oswalt has told friends he'd love to play in St. Louis and it's believed that he would be interested in joining the Dodgers and Braves.
We've heard lots about the $29MM remaining on Oswalt's deal, but the Angels have some money, according to an official Stark spoke to. The Nationals may be "the one team that would pay the whole freight on the contract."
GM Andrew Friedman says he wasn't sure how Rafael Soriano's National League experience would translate to the American League East when the Rays dealt for him last offseason. Needless to say, the Rays have been pleased with Soriano's dominant start to the season.
Phillies GM Ruben Amaro Jr. tells Stark that other teams offered Jose Contreras "much more money" last winter.

Rangers Reach Agreement With Colby Lewis

The Rangers agreed to sign Colby Lewis to a two-year, $5MM deal, according to Jon Paul Morosi of FOX Sports. Lewis, 30, posted a 2.96 ERA, 9.49 K/9, and 0.97 BB/9 in 176.3 innings for the Hiroshima Carp last year and was similarly dominant in '08. Lewis, who originally came up with the Rangers, would be a steal if he approaches his Japanese ball numbers.

He can earn up to $500K each year for reaching certain unkown incentives. The Rangers, who would like to bring in a catcher, are nearing their payroll limit. As MLB.com's T.R. Sullivan points out, they will have to clear roster space for Khalil Greene and their new pitcher.

Cafardo On Damon, Hernandez, Delgado

In his new column, Nick Cafardo of the Boston Globe discusses the Red Sox' decision to move Jacoby Ellsbury from center field to left field, concluding that the 26-year-old should excel in left. Here are some other notes from Cafardo's piece:

Despite having a productive season, Johnny Damon acknowledges that he's expecting to take a pay cut. Right now though, he isn't willing to slice his earnings in half, which is what he'd be doing if he accepted a deal worth $6-7MM annually, after making $13MM in each of the last four years. Is returning to the Bronx still a possibility for Damon? "I don’t know. I haven’t had any conversations with them recently. Nothing would surprise me, but there’s nothing there right now."
Talks between Felix Hernandez and the Mariners are "getting serious" and there's a chance that they could work out a long-term deal before the season begins.
The Mets and Orioles are the primary suitors for Carlos Delgado. Baltimore is more interested in Delgado as a first baseman than a designated hitter, since they'd prefer a right-handed DH.
Gary Sheffield still feels he can be an everyday player, but says a market hasn't developed for him yet this offseason.
Cafardo describes the lack of interest in Miguel Tejada so far as "baffling."
Although Miguel Cabrera's name popped up earlier in the winter as a possible trade candidate, it looks like the enormous price tag (in terms of both his salary and the required return) has quieted those rumors for now.
Colby Lewis' impressive numbers in Japan over the past two seasons could earn him a multi-year contract. Cafardo says that at least six teams are interested, and that the Red Sox aren't one of them.

Discussion: Wang Or Lewis?

Earlier today, Ken Rosenthal of FoxSports.com had updates on a pair of Alan Nero clients: pitchers Chien-Ming Wang and Colby Lewis.

Both pitchers represent low-cost rotation alternatives for 2010, and there are differing reasons to value the potential upside of both.

For Wang, the news came that he could throw off of a mound in six-to-eight weeks, news that was "even more positive" than expected from Dr. James Andrews, according to Nero.

Nevertheless, the pitching-needy Mets have yet to contact Nero about Wang, 1050 ESPN Radio's Andrew Marchand reports.

The reason Wang is even in the position of free agency is due to his health issues over the past few years. Considering he posted a 46-15 record from 2006-2008, with an ERA of 3.74, all while pitching in the ultra-competitive American League East, a return to form would present a team with a strong member of the starting rotation.

But could Lewis be an even better alternative than Wang? Lewis struggled mightily in five major league seasons, posting an ugly 6.71 ERA, but his performance in Japan during 2008-2009 was eye-popping. He led the Central League in strikeouts in each campaign, walking just 46 in 354 1/3 innings.

Ultimately, the combination of Lewis' numbers and good health would make him a better buy-low fit, in my opinion.

Rangers Interested In Colby Lewis

The Texas Rangers are eyeing right-hander Colby Lewis, according to T.R. Sullivan of MLB.com. Lewis pitched in the majors most recently in 2007 for the Oakland A's, and has spent the last two years in Japan.

Originally selected by the Rangers in the supplemental round of the 1999 draft, Lewis never enjoyed much success in the big leagues, compiling a 6.71 ERA in 72 career appearances (34 starts). The 30-year-old has excelled for the Hiroshima Carp though, posting a sub-3.00 ERA in each of his two seasons as a starter in Japan.

Although acquiring an impact bat may be the Rangers' main priority right now, they are still looking to add pitching depth. Lewis is hoping to return to the United States for the 2010 season, and the righty would definitely qualify as an inexpensive option.
