11:50pm: Mike DiGiovanna and Dylan Hernandez of the L.A. Times believe Garland and Oliver will accept their offers and work out one-year deals with the Angels.
7:31pm: According to the AP, the Angels offered arbitration to Mark Teixeira, Francisco Rodriguez, Jon Garland, and Darren Oliver today. The last two were uncertain, but the decisions make sense. Oliver now seems less likely to sign elsewhere, as a new team would have to pay the draft pick tax. Garret Anderson (Type B) did not receive an offer.

Darren Oliver wasn't a surprise since he is a Type A FA and a very good reliever last season.

Garland won't accept. He'll easily get a multiyear deal somewhere.

Well this is good. At least if K-Rod signs with the Mets or Teixeira signs with the Yankees, we still get draft picks.
But I still really hope they both stay.

I am not sure if the Angels shouldn't have offered Anderson arbitration. I am guessing they figured he wouldn't get enough of a pay cut to make it worth the risk. This way, they can still negotiate with him.

You are right, but for other reasons. If the Angels had declined to offer, Oliver would have been much more attractive. As it is, no team is going to want to give the Angels 2 picks (either a 1st and supplemental or a supplemental and a 2nd) for a good middle reliever like Oliver. This way, they virtually guarantee that Oliver comes back, and there is no way he is getting a huge pay raise in arbitration.

It is not at all a surprise. Garland stands, for no apparent reason, to get a big pay day on the open market. The Angels may as well get the compensation for him. If Garland resigns, the Angels get him at a more reasonable price and only for 1 year.

Garland won't resign with the Angels. He is one of the youngest pitchers available and consistently pitches 200+ innings a year. He will definitely get a multi-year offer form multiple teams and the Angels will get some draft picks.

Contrary to how things have worked out for other teams - arbitration is shaping up to reward the Angels this off-season.

Yep. They basically lock up Oliver and they trade up their lowly 33rd pick when they lose a Type A. They will probably even net a pick.

This post from the LA Times is confusing. I seriously cannot believe that Garland would want a 1/$10 type deal when he can certainly get more years in FA. If he accepts arb I will be shocked.

Garland may be seeing a market that is flooded. What if the only teams that have shown any interest aren't bonafide contenders like the Angels?

He will sign elsewhere regardless. The writing is on the wall for him, sign somewhere now or be trade bait later. Either way he's out of Anaheim.

I agree with Burtis. He will be moved if he accepts arbitration. Unlike others, Garland will have value on a 1/$10 type deal. He should be worth some decent prospects.

Garland is mediocre at best. He might make as much in one year through arbitration that he will get in two years as a free agent...

If the market is really that bad for Garland, which i highly doubt, i would love it for the Blue Jays to get in on him.
The Jays need a #2 and #3 and Garland could fill either role while giving them 200+ innings.
His ground ball game would work well with the jays as well.
Common JP do something right for once !
