Cuban Second Baseman Jose Miguel Fernandez Declared Free Agent By MLB

Cuban second baseman Jose Miguel Fernandez, who left Cuba in search of a big league deal back in December, has now been officially declared a free agent by Major League Baseball, reports Ben Badler of Baseball America. He’s free to sign with a Major League club at any time.

Because of his age (27) and extensive professional experience in Cuba’s Serie Nacional (eight seasons), Fernandez is exempt from international bonus pools. It’s been quite some time since he’s played regularly in game action — Fernandez’s last full season in Cuba was the 2013-14 campaign — but he’ll host a showcase for teams later this month, according to Badler, who notes that scouts are “eager” to see him. A showcase in February was canceled after Fernandez was said to have come down with dengue fever, Badler adds.

Fernandez is the owner some fairly gaudy stats from Cuba and is known as an on-base machine with excellent bat-to-ball skills. The left-handed hitter has authored a lifetime .319/.403/.423 batting line in 2580 plate appearances in Cuba’s top league, and he batted an outstanding .326/.482/.456 in the aforementioned 2013-14 campaign. (Cuba’s season is played in the winter, hence the listing of two years.) Fernandez played in 15 games during the 2014-15 season, prior to his first attempt at defecting, and batted .315/.415/.426 in 65 trips to the plate. However, he was detained in his attempt to leave the country and was reported at one point thereafter to be heavily guarded by the police.

Badler has previously reported that Fernandez has below-average pop and is merely an adequate defender at second base. As such, he profiles as a high-on-base and low-strikeout option at second upon reaching the Majors. Indeed, he struck out in a stunningly low 4.4 percent of his plate appearances in Cuba — just 113 times in his 2580 trips to the plate. Even if he lacks the power and defensive upside to become a star-caliber player, Fernandez is a more or less MLB-ready option at second base that could step into a big league lineup in short order, though it stands to reason that given his incredibly long layoff from in-game activity, some minor league seasoning figures to be in order.

About a month ago, MLB Network’s Peter Gammons reported that rival clubs believe the Padres are the heavy favorites to sign Fernandez, though we certainly could see other teams enter the mix with Fernandez now officially on the market. From my vantage point, the Royals, Angels, Braves, Phillies and Brewers could all use some second base help in addition to the rumored favorites in San Diego, though that list is of course highly speculative in nature.

Market Notes: Simon, Lincecum, Harang, Jimenez, Gutierrez, Fernandez

Before he signed on with the Reds, righty Alfredo Simon drew interest from some other organizations — which helps explains why Cincinnati ultimately gave him a guaranteed $2MM contract. Simon says that the Blue Jays were one team with interest, as MLB.com’s Mark Sheldon tweets. And the Marlins also reached out, according to Barry Jackson of the Miami Herald, though the club wasn’t willing to promise that kind of money to the veteran.

Here’s more on some market situations around the game:

  • The Marlins appear unlikely to add Tim Lincecum despite long being said to have interest in the comeback candidate, Jackson adds in the above-linked piece. Miami expects the price will be too steep for him, too. The Fish are not being particularly aggressive in attempting to fill in for injured reliever Carter Capps, Jackson adds.
  • Righty Aaron Harang is “not planning to pitch this season,” according to ESPN.com’s Jerry Crasnick (Twitter link), though he’s also apparently not quite ready to sign his retirement papers. Harang is leaving open the possibility that he’ll change his mind, per the report. That could suggest that the 37-year-old would entertain an appealing opportunity, but he presumably wasn’t interested in taking a minor league offer to compete for a job in camp. Harang had a tough season last year with the Phillies, but is only one campaign removed from posting a 3.57 ERA over 204 1/3 frames for the Braves.
  • The Astros are among a few clubs taking a look at out-of-options Blue Jays catcher A.J. Jimenez, the Houston Chronicle’s Jose de Jesus Ortiz reports (via Twitter). Jimenez, 25, hasn’t yet cracked the majors and hasn’t done much at the plate in the upper minors while dealing with a string of injuries. But he’s a former top-30 Baseball America organizational prospect, and is said to be a high-quality defender. Houston, of course, has a need with Max Stassi sidelined by wrist surgery, and Toronto doesn’t appear to have any inclination to put Jimenez onto the active roster.
  • Cuban free agent Vladimir Gutierrez has re-established some of his lost sheen with an impressive recent showcase outing, Baseball America’s J.J. Cooper reports (subscription required and recommended). The 20-year-old has gone unsigned despite his strong prospect pedigree, with Cooper explaining that he’s churned through three agencies while struggling to show the same ability that first drew scouts to him in his homeland. In his most recent outing, Gutierrez touched the mid-90s with his fastball, showed a return to his typically excellent curve, and even demonstrated progress with his change, according to the report. He remains eligible to sign at any time, though he will still be subject to international bonus pools.
  • Speaking of international matters, the Padres have long been expected to make some big investments in the coming months. Cuban second baseman Jose Fernandez may well be a leading name that will head to San Diego, according to a recent report from Peter Gammons of GammonsDaily.com (Twitter link). Fernandez reportedly left the island in search of a major league opportunity, though he has apparently not yet been granted free agency. Of course, recent rule changes could significantly impact his timeline. Fernandez, 27, is viewed as being more or less ready for major league action, and he could constitute a significant near and long-term addition for a Padres organization that lacks much certainty in the infield.

Second Baseman Jose Miguel Fernandez Leaves Cuba, Seeks MLB Deal

One of the top players in Cuba, second baseman Jose Miguel Fernandez, has left the island and will seek a Major League contract, reports Ben Badler of Baseball America. Badler ranked Fernandez, 27, as the No. 3 player in Cuba back in April.

Because of his age and professional experience in Cuba’s Serie Nacional, Fernandez will be exempt from international bonus pools and free to sign a Major League contract for any amount of years and dollars. An exact timeframe is impossible to peg, as other Cuban free agents have demonstrated in the past. Fernandez first needs to establish residency in a different country and then be cleared by Major League Baseball before he’s eligible to sign. Badler expresses doubt that all of those steps will happen before Opening Day 2016.

Badler calls the 5’10”, 185-pound Fernandez MLB-ready, praising his short, quick left-handed stroke and excellent plate discipline. However, it’s been roughly a year since Fernandez saw in-game action, as he was suspended by the league for previously trying and (clearly) failing to defect early in the 2014-15 campaign. Last winter, Kiley McDaniel said on a Fangraphs podcast that Fernandez was being heavily guarded by police in Cuba after his failed attempt to defect.

Fernandez’s contact skills and keen eye are his best tools, as Badler notes that he has below-average power, isn’t particularly fleet of foot and is adequate, but not exceptional at second base from a defensive standpoint. He’s played third base in the past but doesn’t quite have the arm strength to profile at that position, Badler adds. On the flip side, Fernandez’s knack for making contact is astounding; he’s struck out just 113 times in 2,580 career plate appearances in Serie Nacional — a rate of just 4.3 percent. That number is even more impressive when juxtaposed with his 10.1 percent walk rate (263 walks in those 2,580 PAs). All told, Fernandez is a .319/.403/.423 hitter in his Cuban career, not including international tournaments like the 2013 World Baseball Classic, where he batted .524/.545/.667 in 21 at-bat without striking out, per Badler.

While Fernandez may not have the power or speed required to give him superstar upside, he’s a prime-aged, Major League ready second base option that seems capable of posting a strong OBP and hitting for a solid average in the Majors. That’s an appealing player even if he’s not an All-Star in the making, and clubs with deficiencies at second base — or, perhaps, teams that lose a second baseman to injury in Spring Training — figure to show interest in Fernandez if and when he is declared a free agent by the league.

International Notes: Olivera, Fernandez

Last week, Cuban second baseman Hector Olivera had a showcase at the Giants’ facility in the Dominican Republic that reportedly had over 200 scouts in attendance. Ben Badler of Baseball America has some takeaways from that showcase in latest piece; some highlights from Badler’s post and a bit more news on the international front…

  • Olivera was clocked at 6.7 to 6.8 seconds in his 60-yard dash and looked to be a steady defender when fielding grounders at second base. He also took grounders at third, but didn’t show off as much arm strength as he had in previous years. Olivera collected three hits in “seven or eight at-bats” against live pitching. While the overall report has a positive undertone, Badler does note that there is still some uncertainty among scouts due to the fact that Olivera missed all of the 2012-13 season with a blood disorder and then spent most of his time at DH upon returning in the 2013-14 season.
  • Four teams — the Padres, Giants, A’s and Braves — had the largest contingents at Olivera’s showcase, and all are expected to be in the mix to sign the 29-year-old. Padres GM A.J. Preller was on hand, in fact, and his team has been the most aggressive on Olivera, Badler writes, adding that San Diego may ultimately be his most likely landing place. It’s not known at this time when Olivera will be cleared by Major League Baseball and the U.S. Office of Foreign Assets Control, but Badler speculates that Olivera will be able to sign prior to Opening Day based on the fact that he left Cuba all the way back in September.
  • Kiley McDaniel joined Carson Cistulli on the Fangraphs’ podcast over the weekend, and the two spent the early portion of the episode discussing Cuban players. The biggest takeaway from the discussion was an update on highly touted Cuban second baseman Jose Fernandez, whom McDaniel hears is now being heavily guarded by police in Cuba. Fernandez was thought to have left the island late in 2014 but was apparently detained in his attempt to do so.

Hill, Jennings Discuss Marlins’ Offseason Plans

The Marlins are continuing to look for upgrades wherever they make sense, taking a flexible approach to improving their roster as they look to put a winner on the field in 2015. Speaking from the GM Meetings in Phoenix, president of baseball operations Michael Hill and GM Dan Jennings told MLBTR that the organization is very high on its assemblage of controllable talent and is ready to take the next step.

Of course, as has been reported recently, the primary focus now is on locking up superstar Giancarlo Stanton while also exploring early extensions with several other younger players. Hill characterized those efforts as exploratory, but backed by intention. “When you lock up your core, good things happen,” Jennings explained.

Though Hill acknowledged that the team had not done that at times in the past, he made clear the team is serious about committing future cash to its homegrown talent. Miami is aided in that effort, of course, by a virtually unblemished future balance sheet.

In terms of outside additions, Hill and Jennings emphasized the organization’s ability to act opportunistically.

Miami has long been said to be in the market for a veteran pitcher to insert into a rotation that is full of live, young arms. The optimal addition would, of course, be young and cost-controlled, in the mold of Jarred Cosart, who was added in a trade-deadline deal last year. Hill touted Cosart as a durable, solid arm who has yet to reach his ceiling.

Ultimately, Hill says the team is most interested in adding a “little more established” starter to anchor the staff, rather than making a high risk-high reward play. “We already have the upside,” he said.

In terms of bats, the Fish would be interested in an upgrade if the incremental improvement it could expect would warrant the price tag, as Hill put it. That holds true at first base as well as second.

Regarding the keystone, Hill and Jennings expressed comfort in the team’s internal options, naming Derek Dietrich, Donovan Solano, and Enrique Hernandez as possibilities to battle in camp. Though the power-hitting Dietrich has had his struggles, Jennings emphasized that “nobody is giving up on him.”

In that sense, the flexibility afforded by the team’s slate of young keystone options has it well positioned. Hill and Jennings indicated that the Marlins will consider several high-profile international middle infielders on a case-by-case basis. The team will not be impacted by the uncertain timing of the market entry of players such as Jose Fernandez and Hector Olivera, per the front office duo, in part due to their familiarity with that pair of Cuban stars and in part because a plausible internal solution is already in place.

NL East Notes: Stanton, Mets, Nationals, Tomas, Hamels

As expected, the Marlins have begun extension talks with star outfielder Giancarlo Stanton, Clark Spencer of the Miami Herald reports on Twitter. President of baseball operations Michael Hill tells Spencer that the team has “reached out” to Stanton’s representatives and that “negotiations are ongoing.”

Here’s more from the NL East:

  • At present, the Mets are more inclined to fill their needs in the corner outfield via trade than through a free agent signing, reports Marc Carig of Newsday. New York is still hesitant to give up any of its best young talent in a swap. But veterans like Michael Morse, Alex Rios, and Torii Hunter all seem more like fallback options that the team would pursue if value can be had and nothing better has materialized. The Mets are said to prefer to add a right-handed bat.
  • One other hypothetical possibility, Nick Markakis, is not presently engaged with the team in any way, according to Matt Ehalt of The Record (Twitter link).
  • As they weigh their options at second, the Nationals are not unmindful of the Cuban market that has begun to materialize in recent weeks, James Wagner of the Washington Post reports. The primary possible targets, per Wagner, are 26-year-old Jose Fernandez and high-upside youngster Yoan Moncada. The 20-year-old Moncada will draw immense interest, with Ben Badler of Baseball America saying he is talented enough that he would be the odds-on favorite to go first overall in this year’s amateur draft (were he eligible).
  • The Phillies are still the favorite to land Cuban outfielder Yasmany Tomas, reports Jon Heyman of CBSSports.com, with A.J. Burnett’s decision to decline his option possibly burnishing Philly’s chances. That does not mean they are without competition, of course. Other clubs that have seen (or will soon see) Tomas since his showcase include the Rangers, D’backs, Giants, Dodgers, Padres, Red Sox, and Mariners.
  • Also per Heyman, the Phillies could clear yet more payroll space and add young talent through a deal for pitcher Cole Hamels, with the Cubs still showing interest in the lefty.

Cuban Second Baseman Jose Fernandez Defects

Cuban second baseman Jose Fernandez has defected, Jon Morosi of FOX Sports reports on Twitter. He will seek a big league contract, says Morosi, though of course he must first qualify for free agency. Ben Badler of Baseball America reported yesterday that Fernandez had not appeared with his club and was potentially attempting to leave Cuba.

Fernandez, Jose 1304 (boyer rode)Not to be confused with the young Marlins pitcher of the same name and Cuban heritage, the 26-year-old Fernandez is considered a legitimate big league prospect who could potentially be signed as an immediate everyday option. He will not be subject to international spending limits given his age and length of service in Cuba’s Serie Nacional.

As Badler wrote back in August, Fernandez is among the three best Cuban ballplayers who are currently unavailable to MLB teams. According to Badler, Fernandez is an on-base machine who hits from the left side with an advanced approach and contact skills. (Remarkably, he struck out only ten times in 314 trips to the plate last year.) You’ll want to read Badler’s full report, of course, for a detailed account. Though a highly developed player, Fernandez does come with some warts, including an unconventional swing, tendency to hit grounders, and below-average speed and power tools. And his defense is described as merely adequate.

In sum, it seems fair to say that Fernandez is less a flashy, toolsy prospect with a wide expected performance bracket than he is a reliable, high-floor target. By way of comparison, fellow recent defector Hector Olivera — also a second baseman — rated sixth on Badler’s list. Though he seems to offer more a somewhat more explosive offensive repertoire, he is also older and comes with an injury history.

As I explained recently with regard to Olivera, Fernandez will not be available to sign immediately. First, he will have to establish residency in another country, be cleared by the United States’ Office of Foreign Assets Control, and be declared a free agent by Major League Baseball. For countryman Yasmany Tomas, that process took approximately three and a half months.
