Major League free agents became eligible to sign with other teams on Thursday, but the minor league free agent market has technically been open since season’s end. MLBTR has published several posts detailing players who had already elected to become minor free agents, but Baseball America’s Matt Eddy (multiple links) has the full account of all the minor league free agents that officially joined their big league counterparts on the open market on Thursday.

This list details only players who have played in the Major Leagues, and whose minor league free agency hasn’t already been covered on MLBTR in the last month.

Mets Outright Dylan Covey, Luis De Los Santos

The Mets sent righty Dylan Covey and infielder Luis De Los Santos outright to Triple-A Syracuse, the team announced. Both players were designated for assignment last week — Covey as the corresponding move for Ryne Stanek, De Los Santos when the Mets signed Nick Madrigal.

Both players were offseason additions, so neither has played a game for the Mets. Covey signed a one-year split contract the day after the conclusion of the World Series. That came with an $850K base salary in the majors and a $350K salary for whatever time he spends in the minors. The contract is designed to make it likely that the Mets can keep him as depth. Covey has been outrighted multiple times in his career, which gives him the right to decline the assignment in favor of free agency. However, he’d forfeit his $350K minor league guarantee to test the market, so he’ll presumably accept the assignment and get a non-roster invitation to Spring Training.

Covey has a 6.18 earned run average over 307 1/3 major league innings. The 33-year-old has started 46 of his 100 big league appearances. Covey has been a long reliever for the past two seasons. He worked to a 3.77 ERA through 43 frames between the Dodgers and Phillies in 2023. His 15.7% strikeout rate was well below average, but he kept the ball on the ground at a strong 54.3% clip. A shoulder strain cost him most of last season. Covey tossed 15 Triple-A frames in the Philadelphia system. He posted a 1.20 ERA behind a massive 71.4% grounder percentage.

De Los Santos was a waiver claim out of the Toronto organization. He had signed with the Jays out of the Dominican Republic in 2015. He played eight seasons in the minors and was called up for the first time after the trade deadline. De Los Santos appeared in 13 games late in the year, hitting .172 with a pair of doubles across 31 plate appearances.

The righty hitter appeared in 43 contests with Triple-A Buffalo last season. He hit .268/.376/.486 over 154 trips to the plate. That improved his career Triple-A batting line to .228/.343/.393 in parts of three seasons. De Los Santos has shown a decent eye (12.7% walk rate) with below-average contact rates at that level. Primarily a shortstop, he has a decent amount of experience at all four infield positions. This is his first outright, so he’ll remain with the Mets.

Mets Designate Luis De Los Santos For Assignment

The Mets announced that they’ve designated infielder Luis De Los Santos for assignment. That creates a 40-man roster spot for Nick Madrigal, who officially signed his one-year free agent contract.

New York had claimed De Los Santos off waivers from the Blue Jays within the first few days of the offseason. The 26-year-old had spent his entire career with the Toronto organization until then. De Los Santos signed with the Jays out of the Dominican Republic in 2015. He played eight seasons in the minors and was called up for the first time after the trade deadline. De Los Santos appeared in 13 games late in the year, hitting .172 with a pair of doubles across 31 plate appearances.

New York is likely to put De Los Santos back on waivers within the next few days. He has two option years remaining, so a team could keep him in Triple-A if they’re willing to carry him on the 40-man roster. De Los Santos has never been outrighted and would not have the ability to elect free agency if he goes unclaimed on waivers.

Mets Claim Luis De Los Santos

The Mets announced that they have claimed infielder Luis De Los Santos off waivers from the Blue Jays. Additionally, outfielder DJ Stewart as well as left-handers Joey Lucchesi and Matt Gage were outrighted off the 40-man roster. Stewart and Lucchesi elected free agency.

De Los Santos, 26, got up to the big leagues for the first time this year. He hit .172/.226/.241 in a small sample of 31 plate appearances to start his major league career. He hit .260/.375/.441 in his 154 Triple-A plate appearances while spending time at all four infield positions.

He still has a couple of option seasons and less than a year of year of service time, so he can provide the Mets with some depth around the dirt for the foreseeable future. They have Francisco Lindor cemented at short but questions elsewhere. First baseman Pete Alonso is now a free agent. He could be re-signed but it’s no guarantee he’ll be back. Mark Vientos just had a breakout season while playing third base but with poor defense, so he could perhaps move over to first if Alonso departs. Second base could be taken by Jeff McNeil but he’s also capable of playing other positions. Young guys like Brett Baty, Luisangel Acuña or Ronny Mauricio are candidates to take over at second or third base.

Stewart, 31 this month, finished 2023 on a heater but couldn’t really carry it over into 2024 as he finished the year with a .177/.325/.297 batting line for the Mets. He could have been retained for 2025 via arbitration, with MLBTR contributor Matt Swartz projecting him for a $1.7MM salary but the Mets clearly weren’t interested in that and bumped him off the roster instead.

Lucchesi, 32 in June, has been an optionable depth arm for the Mets for a while but is now out of options. That means he wouldn’t be able to continue in that role going forward. Since missing 2022 while recovering from Tommy John surgery, he has tossed 57 innings for the Mets over the past two seasons with a 3.32 ERA but but subpar strikeout and walk rates of 16.2% and 10.4% respectively. As players with at least three years of service time, both Stewart and Lucchesi had the right to elect free agency and did so.

Gage, 32 in February, was acquired from the Dodgers in a cash deal in July but didn’t pitch for them after that, mostly staying on optional assignment. He has 19 2/3 innings of major league experience with the Blue Jays and Astros in previous seasons.

Blue Jays Select Will Wagner

The Blue Jays announced they have selected infielder Will Wagner to their roster, his first time cracking a big league roster. Infielder Luis De Los Santos was optioned to Triple-A Buffalo in the corresponding move. @LoperBloss reported the Wagner move on X yesterday. After yesterday’s game, Julia Kreuz of MLB.com relayed on X that De Los Santos had been optioned to Triple-A Buffalo. “They want to see some new players in the organization,” De Los Santos said. “But it’s OK. I’ll keep working, doing my part and I’m hoping to come back soon.” The Blue Jays had a vacancy on their 40-man roster but it is now full.

Wagner, 26, is the son of long-time closer Billy Wagner. The elder Wagner had spent much of his career with the Astros and it was that organization that drafted the younger Wagner, using an 18th-round selection on him in 2021. Houston flipped Wagner, outfielder Joey Loperfido and right-hander Jake Bloss to the Blue Jays in the recent trade that sent left Yusei Kikuchi the other way.

In his professional career, Wagner has continually put up solid numbers at the plate, though in a hit-over-power fashion. He has 1,273 minor plate appearances across multiple levels with just 25 home runs in that time. But he has only been punched out in 17.1% of those trips to the plate while drawing walks at a strong 13.9% clip. Despite the limited pop, his .297/.402/.441 combined batting line translates to a 125 wRC+, indicating he’s been 25% better than league average overall.

That includes strong work at the Triple-A level. He was promoted to the top minor league plateau in September of last year and has since slashed .337/.445/.465 for a 136 wRC+ in 383 plate appearances. There are only six home runs in there but he has walked more than he has been struck out by a hefty margin, drawing a free pass in 15.9% of his appearances compared to a 10.2% strikeout rate.

That quality plate discipline was enough for the Jays to target him in trade talks with the Astros and they will now promote him to the majors after giving him a seven-game close-up look at Triple-A Buffalo. Baseball America ranked him the #17 prospect in the Astros’ system coming into the year, complementing his hit tool but noting that he’s not a strong defender. He’s currently listed 25th in the Jays’ system at BA. In June, FanGraphs put him 26th in the Astros’ system and currently lists him 30th in Toronto’s organization.

The Jays are out of contention and using the remainder of the season to assess some current players and make decisions about how to tackle their offseason. The club plans to return to contention in 2025 and is currently giving playing time to young guys like Loperfido, Spencer Horwitz, Leo Jiménez, Addison Barger and now Wagner, seeing which positions are the most or least in need of addressing during the winter.

Wagner has played all three non-shortstop infield positions this year, though the Jays mostly have had him at second base since the trade. The Astros gave him a lot of playing time at first, but that might have been a reflection of that club’s struggles at that position, whereas Jose Altuve has the keystone locked up.

The Jays have been giving Horwitz a lot of time at second this year but could perhaps have him and Vladimir Guerrero Jr. split first base and designated hitter now that Justin Turner has been traded and is no longer in the DH spot. Or perhaps Wagner will see significant time as the DH since his glovework isn’t highly regarded. Guerrero has also been playing a bit of third base this year and could move over to that side of the diamond, with Jiménez and Ernie Clement also in the mix for some infield playing time. Barger and Davis Schneider can also play some infield, though the Jays have George Springer, Daulton Varsho and Loperfido getting regular playing time out there.

There are plenty of moving parts but there’s lots of versatility in the group, so manager John Schneider will probably spend the rest of the year rotating guys around and spreading out the opportunities so that the club can assess each of the players at the plate and in the field.

Minor 40-Man Moves: Twins, A’s, Blue Jays, Red Sox, White Sox

With the trade deadline behind us, here’s a look at a handful of smaller 40-man transactions from throughout the day that weren’t previously covered:

The Twins selected the contract of right-hander Randy Dobnak and designated Josh Staumont for assignment. Dobnak, 29, signed a five-year extension with Minnesota prior to the 2021 season following a strong start to his career where he posted a 3.12 ERA (142 ERA+) with a 3.56 FIP in 75 innings of work across 19 appearances (15 starts). Unfortunately, things haven’t gone well since he inked that deal as he struggled to a 7.64 ERA in 14 appearances in 2021 and hasn’t appeared in the majors since. He was outrighted off the club’s 40-man roster in September of 2022 but has put up a decent 3.61 ERA in 99 2/3 innings of work at Triple-A this year. Staumont, meanwhile, signed a big league deal with the club over the winter and has posted decent numbers with a 3.70 ERA and 3.53 FIP this year but has struggled badly in recent weeks with 11 runs (10 earned) surrendered in his last 5 1/3 innings of work.
The Athletics selected the contract of right-hander Gerardo Reyes. The 31-year-old made his big league debut with the Padres back in 2019 but struggled to a 7.62 ERA in 26 innings of work. More recently, he’s pitched for the Angels in each of the past two seasons with a 6.94 ERA in ten appearances. Despite those lackluster numbers, he’s struck out a solid 27% of batters faced during his big league career and has a solid 3.82 ERA in 33 innings of work at the Triple-A level this year. He’ll step into the Oakland bullpen after the club dealt Lucas Erceg to Kansas City earlier today.
The Blue Jays selected the contract of infielder Luis De Los Santos today in order to replace Isiah Kiner-Falefa on the active roster following his trade to Pittsburgh. The 26-year-old initially signed with the club out of the Dominican Republic back in 2015. He’s bounced between the Double- and Triple-A levels in recent years with a career .217/.342/.375 slash line at the highest level of the minors, although this year he’s managed to flash a bit more offense with a solid .243/.393/.400 line and 16.7% walk rate in 28 games. The youngster has experience at all four infield spots and figures to step into the club’s bench mix.
The Red Sox designated right-hander Trey Wingenter for assignment today. Wingenter was acquired by Boston earlier this month in a trade with the Tigers after he triggered an assignment clause in his contract, prompting the club to add him to their 40-man roster. Wingenter made just two appearances for the Red Sox and struggled badly in each of them, allowing a combined seven runs on five hits and two walks while striking out three in 2 1/3 innings of work. Prior to that rough tenure in Boston, Wingenter had a career 5.28 ERA and 3.82 FIP in 90 games with the Padres and Tigers. His career 31.9% strikeout rate stands out from his otherwise lackluster results and could garner him some interest from bullpen-needy clubs on the waiver wire.
The White Sox selected the contract of left-hander Fraser Ellard today. Ellard, 26, was an 8th-round pick by the club back in 2021 and climbed the minor league ladder to reach the Triple-A level this year. In 40 2/3 innings of work this season, Ellard owns a 3.76 ERA with an eye-popping 33.5% strikeout rate against an elevated 11.6% walk rate. That big-time strikeout stuff should get Ellard plenty of opportunities in a Chicago bullpen that has been brutally bad this year with a collective 4.79 ERA, including a league-worst 6.22 ERA in the month of July. He’ll step into the lefty spot in the bullpen vacated by Tanner Banks earlier today, joining fellow southpaws Jared Shuster and Sammy Peralta.
