Rays, Kevin Jepsen Agree To Major League Deal

The Rays and right-hander Kevin Jepsen, who was released by the Twins recently following a DFA, have agreed to a Major League deal, reports SB Nation’s Chris Cotillo (links to Twitter). Marc Topkin of the Tampa Bay Times reported shortly before that news that the two sides were nearing a deal (via Twitter) and had first mentioned the Rays’ interest in a reunion with Jepsen last week, while Cotillo tweeted yesterday that the Rays were one of many teams to whom Jepsen and his agents at the Beverly Hills Sports Council had spoken.

With this agreement, Jepsen now returns to the very club that traded him to Minnesota roughly one year ago (in exchange for minor league right-handers Chih-Wei Hu and Alexis Tapia). The soon-to-be 32-year-old was brilliant for Minnesota down the stretch last season and stepped into the Twins’ closer role following an injury to Glen Perkins, logging a pristine 1.61 ERA with 8.0 K/9, 2.3 BB/9, a 40.8 percent ground-ball rate and 10 saves. That stellar performance led to a $5.3MM salary in arbitration this offseason, but Jepsen looked like a completely different pitcher with the 2016 Twins than he did with the 2015 version of the team.

In 30 2/3 innings with Minnesota this season, Jepsen posted a dismal 6.16 ERA and saw a significant decline in nearly every rate stat. He averaged just 6.5 K/9 against 3.5 BB/9 with a 30.2 percent ground-ball rate. Per Fangraphs, Jepsen yielded 29.6 percent hard contact in 2015 but saw that number soar to 38.4 percent in 2016, thanks largely to an 8.5 percent increase in his line-drive rate (19.8 percent to 28.3 percent). He’s also seen drops in the chase rate and swinging-strike rate of his opponents, and opposing batters have greatly upped their contact rate against him.

Suffice it to say, the 2016 season hasn’t gone as planned for Jepsen (or for the last-place Twins). However, the Rays have had success with reclamation projects of this nature in the past, and Jepsen comes at a very affordable rate. The Twins are on the hook for the remainder of that $5.3MM salary (minus the pro-rated portion of the league minimum, which means he’ll cost the Rays about $222K through season’s end.

Jepsen will join a Rays bullpen that currently features Alex Colome as the closer. Brad Boxberger had been tabbed for that role after leading the AL in saves in 2015, but he underwent hernia surgery in Spring Training and suffered an oblique strain in his first appearance back on the mound in late May when he returned from that first injury. Tampa Bay’s relief corps also features right-handers Erasmo Ramirez, Matt Andriese and Tyler Sturdevant at the moment. That group is probably safe, but Jepsen could take over the spot of struggling relievers Enny Romero or Ryan Garton. A 40-man roster move will also need to be made to accommodate Jespen’s return.

Manfred On Athletics, MLB Diversity, Minor League Wages, Schedule, Kang

MLB commissioner Rob Manfred had a wide-ranging conversation with reporters today in San Diego. Here’s a little of what he had to say, via Bill Shaikin of the Los Angeles Times (Twitter links: 1 2 3 4 5 6 7 8), Bleacher Report’s Scott Miller (1 2 3), David O’Brien of the Atlanta Journal-Constitution (1) and John Shea of the San Francisco Chronicle.

  • Manfred lists the number of African-American players (currently 8%, although he says 20% of recent first-round draft picks have been African-American) as a significant concern. “This is an economic imperative for us,” he says, noting that, as the US becomes increasingly diverse, MLB must strive for diversity as well. On a somewhat related note, Manfred also said that the lack of a Latino manager in the game right now was “glaring.”
  • MLB will not consider expanding until the Rays and Athletics get their stadium issues resolved, Manfred says. Manfred sounds determined to keep a team in Oakland, however. “I am committed to Oakland as a major league site,” he says. If the A’s were to depart, “we would be looking backwards and saying we made a mistake.” He adds that he thinks the Oakland market will be increasingly appealing going forward. “I think the growth in that area, the way the growth has moved up into San Francisco, I think Oakland is more likely than not to be a better market five years from now than it is today,” he says.
  • Perhaps unsurprisingly, Manfred said he was confident that labor talks this offseason would not result in a strike or lockout.
  • Of the current clamor to raise wages for minor league players (which has included a class-action lawsuit brought by former minor leaguers), Manfred says, “Excessive regulation could have a really dramatic impact on the size of minor league baseball,” seemingly suggesting that increased wages might result in the folding of some minor league teams.
  • It sounds like Manfred expects some form of draft pick compensation for free agents to continue into the next Collective Bargaining Agreement — he says owners would be making a “major concession” if draft-pick compensation were to be dropped.
  • It sounds like Manfred did not come out in support of an international draft today quite as strongly as he has in the past, but he did say MLB needs “a more transparent operating system in the international player acquisition process.”
  • Manfred admits that the current 162-game schedule is tough on players, and says players and owners are currently discussing ways to reduce the difficulty of the season by optimizing game times and improving teams’ travel schedules. Of the possibility of reducing the number of games, however, he says, “You want to work less, generally you get paid less.”
  • The league has not received enough information from law enforcement to decide whether Pirates third baseman Jung Ho Kang, who has been accused of sexual assault, should be placed on administrative leave.

Rays Option Hank Conger

The Rays optioned catcher Hank Conger to Triple-A on Monday, reports the Tampa Bay Times’ Marc Topkin, who adds that either J.P. Arencibia or Luke Maile will likely replace him. Before joining the Rays via trade with the Astros in the offseason, Conger served as an excellent pitch-framing defensive option and, in both 2013 and ’15, a league-average bat over 484 plate appearances. Neither has held true this year, though, as Conger has hit an ugly .194/.265/.306 through 137 major league plate trips and earned negative pitch-framing marks. The 27-year-old also had a stretch of allowing 48 straight stolen bases dating back to last season, though he put an end to that May 1. Overall, Conger threw out 8 of 35 would-be base stealers this year prior to Monday’s demotion.

Oswaldo Arcia Discusses Trade

  • Oswaldo Arcia is happy to be with the Rays but is still disappointed the Twins traded him, the outfielder tells Fangraphs’ David Laurila.  “I don’t think I got the opportunity to show what I could really do,” Arcia said.  “I know the class of player that I am. I don’t know that I got the time to show that.  You’re going to struggle — there are ups and downs in this game — and you’re going to make adjustments. Everybody in this room is making adjustments every day.”  Arcia also said he pressed too hard after being demoted to Triple-A last season, which didn’t help his path back to the bigs: “If you try to do too much, you’ll end up doing less.”

Minor MLB Transactions: 7/10/16

Sunday’s minor transactions from around baseball:

  • The Orioles have outrighted right-hander David Hale off their 40-man roster and assigned him to Triple-A Norfolk, the team announced. The Orioles claimed Hale off waivers from the Rockies in April, but he didn’t throw a pitch for Baltimore prior to the club outrighting him. The 28-year-old swingman has a 4.48 ERA, 6.04 K/9, 3.12 BB/9 and 52 percent ground-ball rate in 178 2/3 career major league innings.
  • The Brewers have traded minor league righty Jaye Chapman to the Rays for cash, per an official announcement. The Rays will be the fourth organization for the 29-year-old Chapman, who has also spent time at various minor league levels with the Braves and Cubs. Since Atlanta selected Chapman in the 16th round of the 2005 draft, the reliever has logged a 3.94 ERA, 9.5 K/9 and 4.1 BB/9 in 486 2/3 minor league innings. Chapman’s only major league experience came in 2012 as a member of the Cubs, with whom he threw 12 frames.

Red Sox Scouting Jake Odorizzi

  • The Red Sox recently sent senior vice president of baseball operations Frank Wren – their top talent evaluator – to St. Petersburg, Fla., to observe division-rival Rays righty Jake Odorizzi. Last-place Tampa Bay is considering shopping Odorizzi, who should draw plenty of interest given his cheap salary ($520,700) and three years of arbitration eligibility remaining. The 26-year-old has compiled a 4.33 ERA, 8.49 K/9, 2.98 BB/9 in 99 2/3 frames this season. He previously combined for 337 1/3 innings of 3.74 ERA pitching and similar strikeout and walk rates from 2014-15.

Rays Sign Casey Coleman, Outright Dana Eveland

  • The Rays have signed reliever Casey Coleman to a minor league deal, Marc Topkin of the Tampa Bay Times tweets. Coleman opted out of his deal with the Mariners last week after posting a 2.08 ERA, 8.8 K/9 and 2.8 BB/9 in 39 strong innings with Triple-A Tacoma.
  • One of Coleman’s new Durham Bulls teammates is lefty Dana Eveland, who was designated for assignment this week. Via SB Nation’s Chris Cotillo (on Twitter), Eveland has accepted the Rays’ outright assignment. He posted an 8.55 ERA, 8.1 K/9 and 6.8 BB/9 in 20 innings of relief with the Rays this season.

Heyman’s Latest: Diamondbacks, Martinez, Mariners, Rays, Odor, Jays

Jon Heyman kicks off his latest Inside Baseball column for FanRag sports by making a few predictions on some popular trade candidates. While he forecasts Sonny Gray to be the best pitcher that is seriously discussed in trades, he ultimately believes Gray will stay put, and teammate Rich Hill will be the top arm moved at this year’s non-waiver deadline. On the bullpen side of the equation, Aroldis Chapman has a “pretty good” chance to be moved, whereas teammate Andrew Miller was given a “less than one percent chance” to be traded by one Yankees-connected official, per Heyman.

A few of the more notable items from his lengthy column…

  • Brad Ziegler, Daniel Hudson and Tyler Clippard are generating the most trade interest among D-backs players, per Heyman. Arizona considers Paul Goldschmidt, Jake Lamb and perhaps Brandon Drury to be among its untouchables in trade takes even if the club does elect to sell off some parts.
  • The Marlins continue to hunt for starting pitching and have interest in Rays starters Jake Odorizzi and Matt Moore but also recognize that they don’t have much in the way of prospect capital to offer up for controllable arms of that nature. Miami could turn to Jarred Cosart if a rotation alternative is needed, though Cosart is sporting a pretty pedestrian 3.92 ERA with 6.0 K/9 and 4.6 BB/9 in eight starts (39 innings) since being demoted to the minors earlier this year.
  • The Cardinals are considering a long-term deal for rising young right-hander Carlos Martinez, per Heyman, though there’s no indication of any serious talks between the two sides from his report. Martinez is a logical extension candidate as a 24-year-old former top prospect that has made good on that hype with a 2.97 ERA across his past 282 innings. However, he’s also on track to hit arbitration for the first time this offseason, which does eliminate some of the urgency to take a club-friendly deal from Martinez’s camp. That, of course, doesn’t mean that an agreement can’t be reached, but Martinez is already in line for a sizable payday this winter, and buying out free-agent seasons would be expensive considering the platform he’s in the midst of building.
  • The Mariners could look to upgrade at closer in the coming weeks. Steve Cishek has been a nice pickup for the team (though he did blow a save tonight), but Joel Peralta didn’t pan out in Seattle and Joaquin Benoit has struggled. Heyman notes that GM Jerry Dipoto is a big fan of Angels setup man Joe Smith, which isn’t a big surprise considering Dipoto signed him to a three-year deal when he was the Halos’ GM. Smith, though, doesn’t really fit the description of the closer upgrade Heyman initially mentioned. That’s not meant to downplay Smith’s ability to help the Mariners, but I’d imagine a more powerful arm would be the type of target the club would pursue if looking to upgrade over Cishek.
  • The Rays are getting quite a bit of interest in Moore, Odorizzi and Chris Archer, but there’s no sense that any of the three are available yet. Other teams do expect Tampa Bay to move at least one pitcher, though Heyman notes that it’s highly unlikely that Archer would be moved.
  • The Rangers have exchanged numbers with Rougned Odor’s camp in extension talks, but the two sides aren’t believed to be close to a deal yet. Odor won’t be arbitration eligible until after the 2017 campaign, so he’s a ways off from his first significant salary. We’ve previously seen several second basemen in his service bracket — between two and three years of service once the season is up — sign extensions, so there are a fair number of comparables from which to draw. Brian Dozier signed away his arbitration year for a total of $20MM, while Matt Carpenter and Jason Kipnis each signed away their arb years and a pair of free-agent seasons for about $52MM in total, as can be seen in MLBTR’s Extension Tracker.
  • The Blue Jays may try to add some left-handed pop and could be a landing spot for Jay Bruce, per Heyman. Toronto was known to be interested in Bruce back in Spring Training and even had a reported three-team trade with the Reds and Angels fall through after some medical reports on minor leaguers that were set to change hands derailed the deal. That, of course, looks quite fortuitous for the Blue Jays right now, as Michael Saunders would’ve gone to the Angels in that deal. The bullpen is also a likely area of focus for the Jays, he notes, which makes more sense than a run at Bruce, who doesn’t strike me as a great fit for their roster.

Royals Reportedly Interested In Rays' Starters

  • The Royals are continuing to monitor the market for starting pitchers, reports Rustin Dodd of the Kansas City Star. The Royals are moving Chris Young to the bullpen and have seen both Kris Medlen and Mike Minor suffer setbacks in their rehab, leaving a very thin supply of starters from which to choose. Either Dillon Gee or Brian Flynn could get a start this weekend, but Dodd cites a source in stating that the Royals have expressed some interest in the Rays’ available starting pitchers. Tampa Bay starters Jake Odorizzi and Matt Moore have each seen their names pop up in trade rumors as of late.

Rays Have Interest In Kevin Jepsen

  • Assuming he clears waivers, the Rays have interest in a reunion with reliever Kevin Jepsen, according to Marc Topkin of the Tampa Bay Times (via Twitter). Jepsen was designated recently by the Twins, who had picked him up from the Rays last summer. The 31-year-old righty has fallen off badly after a long track record of solid pen work; given his salary ($5.3MM and change), a claim seems unlikely, though perhaps a trade could materialize if Minnesota is willing to keep most of that obligation.
