Latest On Eddy Julio Martinez

Top Cuban outfield prospect Eddy Julio Martinez remains unsigned a week after the beginning of the July 2 international signing period, but the Dodgers and Giants still lead the race to sign him, MLB.com’s Jesse Sanchez writes. Both teams have workouts scheduled for Martinez in the coming week.

The Cubs, White Sox, Rangers and Astros also have shown significant interest. Sanchez points out, though, that the Dodgers, Giants and maybe the Cubs have the edge, because Martinez’s bonus, likely to be eight figures, will incur maximum penalties for the team that signs him, including the inability to sign any player for more than $300K in either of the next two international signing periods. The Dodgers and Giants are already on pace to incur those penalties — the Dodgers’ expensive current class includes $16MM signee Yadier Alvarez, while the Giants’ includes $6MM signee Lucius Fox. The Cubs appear likely to incur maximum penalties as well. The White Sox, Rangers and Astros have not incurred such penalties, so they appear to have at least some incentive not to sign Martinez.

MLB.com ranks Martinez the No. 1 prospect available this signing period, comparing the 20-year-old to Andruw Jones and praising his power, baserunning and defense. Baseball America’s Ben Badler (subscription only) is less bullish, suggesting Martinez’s power leads more to doubles than home runs and noting that not all scouts believe he’ll stick as a starter in center field.

West Notes: A’s, Kazmir, Machi, Ibanez

The Athletics are in a “holding pattern” on trade talks as they continue to see how things progress in the coming weeks, Ken Rosenthal of FOX Sports reports (Twitter links). Nevertheless, likely buyers appear to be taking a close look at Oakland’s roster, as Rosenthal counts the Blue Jays, Astros, Royals, Tigers, Nationals, and Pirates among the clubs that sent scouts to last night’s game.

Scott Kazmir threw for the A’s last night, of course, and left after just three innings of work with forearm tightness. Kazmir insisted after the game that it was not a major source of concern, and indeed Susan Slusser of the San Francisco Chronicle notes on Twitter that he was able to play catch today without apparent issue.
Giants reliever Jean Machi appears at risk of becoming a roster casualty when the club welcomes back Jeremy Affeldt and/or Tim Lincecum, Henry Schulman of the San Francisco Chronicle notes on Twitter. The 33-year-old has produced outstanding results in each of the last two seasons, putting up 119 1/3 innings of 2.49 ERA pitching. But it’s been a different story in 2015, as Machi has suffered a notable decline in his strikeout-to-walk ratio (5.8 K/9 against 3.9 BB/9, presently) and owns a 5.29 ERA in 32 1/3 frames.
The Rangers got a bargain on recent international signee Andy Ibanez, writes Ben Badler of Baseball America. Texas landed the 22-year-old infielder for just $1.6MM, but Badler pegs him as roughly equivalent in value to a supplemental first-round or second-round draft pick.

NL East Notes: Mets, Papelbon, Pettibone, Span

Mets GM Sandy Alderson indicated today that the trade landscape for bats is starting to take shape, as Mike Puma of the New York Post reports on Twitter. “The target market is just beginning to reveal itself,” said Alderson. New York’s most obvious needs seem to be on the left side of the infield, where the shortstop position continues to be a source of consternation and third bagger David Wright remains an uncertainty.

Other teams believed the Phillies were nearing a deal involving closer Jonathan Papelbon at some point in June before putting talks on hold, Jayson Stark of ESPN.com reports (links to Twitter). Per Stark, there is a sense that the decision to pull back came from above GM Ruben Amaro Jr., with Philadelphia choosing to hold off when the Andy MacPhail hiring neared completion. Clubs that were in the conversation included the Blue Jays, Cubs, Rangers, and one of the Los Angeles franchises, according to the report. MLBTR recently posed the question on Instagram whether Papelbon or Francisco Rodriguez is the better closer target. Check it out to join the discussion.
Phillies righty Jonathan Pettibone is set for another shoulder surgery, the club announced. The 24-year-old once seemed primed to function as a quality rotation piece, but has not pitched competitively since early last season.
The Nationals are waiting to decide on a DL stint for center fielder Denard Span until he sees a back specialist tomorrow, Dan Kolko of MASNsports.com tweets. Span has been excellent when healthy, but continues to deal with a series of nagging injuries. The progress of this particular malady could play a significant role not only in his future free agent case, but also Washington’s motivation to land a player like Ben Zobrist to provide the team with options down the stretch. While Michael Taylor and Matt den Dekker are capable of playing center, the club is also dealing with the absence of Jayson Werth and several other injury and performance issues that could make an addition desirable.

Rangers To Sign Cuban Free Agent Andy Ibanez

The Rangers have agreed to a deal with Cuban infielder Andy Ibanez, Jeff Wilson of the Forth Worth Star-Telegram reports on Twitter. Last we checked in, the 22-year-old had changed his representation to Relativity Baseball.

Ibanez’s deal with Texas is worth $1.6MM, reports MLB.com’s Jesse Sanchez (via Twitter). That figure means that the Rangers have spent $4.2MM of the roughly $4.5MM they have to spend after acquiring the aforementioned bonus slots. Texas recently added to its international pool via trade, and it could well be that the club was lining itself up to add Ibanez, who is subject to the international signing restrictions.

Ibanez has been available for some time, but was somewhat surprisingly slow to sign. Generally credited as a solid all-around player who lacks any outstanding tools, Ibanez has long been expected to command a significant bonus, as Ben Badler of Baseball America wrote some time back. Ibanez put up back-to-back .800+ OPS years in his two most recent campaigns in Serie Nacional.

$1.6MM is quite an attractive price for Ibanez. Badler is on record with the view that Ibanez is a better prospect than $8MM man Roberto Baldoquin, who cost the Angels double that to sign (with penalties included) along with the sacrifice of future signing opportunities.

Injury Notes: Garza, Pence, Profar, Luebke

The Brewers have placed righty Matt Garza on the 15-day DL with what the team is calling right shoulder tendinitis, Todd Rosiak of the Milwaukee Journal-Sentinel reports. It appears as though the plan is to maximize Garza’s rest with the All-Star break, but one wonders whether the move also removes him from serious consideration as a trade piece this summer. Garza indicated that the issue was not terribly significant, but he has a long and growing list of medical ailments that have cropped up in his career. And then there’s the fact that Garza will not have much opportunity to improve his value after a rough first half. He is sporting a 5.55 ERA in 99 frames on the year, with ERA estimators not painting a much rosier picture, and his strikeout rate continues to fall. Garza is owed $12.5MM annually from 2014-17 under the deal he signed to join the Brewers, and also has a fairly achievable $13MM vesting clause tacked on at the end of his contract.

Giants outfielder Hunter Pence appears to be nearing a return from the DL in the fairly near future, possibly before the All-Star break, MLB.com’s Oliver Macklin writes. San Francisco has dropped back to .500 and could certainly use a jolt from the dynamic Pence, not least of which because the club is also missing fellow corner outfielder Norichika Aoki. Assuming Pence can avoid another setback with his wrist and re-entrench himself in right field, the club would have a much less pressing need for an additional outfielder.
Padres lefty Cory Luebke has suffered a setback in his bid to return from a second successive Tommy John procedure, Corey Brock of MLB.com reports. For now, it’s just elbow discomfort, but the team was concerned enough to bring the 30-year-old back to San Diego from his rehab assignment in Triple-A. Luebke has not pitched in the big leagues in over three years, though he has finally seen competitive action in the minors for the first time since originally blowing out his UCL.
Another once-promising player who is on a long road back is Rangers infielder Jurickson Profar, who was once one of the game’s very best prospects. As Gerry Fraley of the Dallas Morning News writes, Profar remains staggeringly young given how long he’s been on the scene and out with shoulder issues. He’ll still only be 23 come next spring. Profar remains a long way from returning to the big leagues, says Fraley, who notes that he is progressing through daily rehab sessions and monthly MRI tests.

Minor MLB Transactions: 7/4/15

Here are today’s minor moves from around the game.

Righty Ben Rowen has opted out of his contract with the Orioles and is now a free agent, MASNsports.com’s Steve Melewski reports (via Twitter). Rowen’s contract gave him the option of opting out if he wasn’t on the team’s MLB roster by July 1. Rowen has a 2.41 ERA, 24 strikeouts and six walks over 37 1/3 Triple-A relief innings this season, and he appeared eight big league games with Texas in 2014.
Earlier this week, the Twins signed veteran righty Scott Atchison to a minor league contract, according to MLB.com’s official transactions page. Atchison his the open market last week when he was released by the Indians. Atchison posted a 6.86 ERA, 5.5 K/9 and a 3:1 strikeout-to-walk ratio over 19 2/3 innings out of Cleveland’s bullpen this season, though with strong numbers in 2011-14, it’s a no-risk signing by the Twins to see if Atchison can regain his form.
Reliever Ronald Belisario, who was recently outrighted by the Rays, has cleared waivers and elected to become a free agent, Marc Topkin of the Tampa Bay Times tweets. The Rays recently designated Belisario for assignment after he allowed seven runs in eight innings in a brief stint with the team covering two weeks in late June.
The Mariners have outrighted outfielder Julio Morban, MLB.com’s Greg Johns tweets. The move clears a spot on the Mariners’ 40-man roster, which now stands at 39. Morban, 23, had a pair of strong seasons in 2012 at Class A+ High Desert and in 2013 at Double-A Jackson. He has struggled with injury throughout his career, however, and his performance has tailed off significantly in the past two seasons. He only recently returned from a two-month stay on the restricted list due to personal reasons.
The Mariners have released righty Justin Germano and lefty Rafael Perez, Bob Dutton of the Tacoma News Tribune reports. Both of them had out clauses. Germano confirms (via Twitter) that he will head to Korea to pitch with the KT Wiz. The 32-year-old was in the midst of a good season for Triple-A Tacoma, with a 2.83 ERA, 6.6 K/9 and 1.4 BB/9 in 89 innings. The 33-year-old Perez had been on loan to Quintana Roo in the Mexican League and had not actually pitched in the Mariners system.
The Rangers have traded outfielder Jake Skole to the Yankees for cash, FOX Sports Southwest’s Anthony Andro tweets. Skole, the 15th overall pick in the 2010 draft, was hitting .218/.313/.335 for Double-A Frisco, consistent with his walk-heavy but generally unimpressive offensive performances throughout the minor league career.
Andy Oliver has opted out of his minor league deal with the Rays, Marc Topkin of the Tampa Bay Times tweets. The 27-year-old Oliver has good stuff, particularly for a lefty, but has struggled with control problems throughout his career. He had a 3.86 ERA and 10.3 K/9 but with 7.7 BB/9 in 28 innings for Triple-A Durham. The Phillies took him in the Rule 5 Draft last winter, but he elected free agency after they outrighted him in April.
The Giants have signed outfielder Xavier Avery to a minor league deal, Andrew Baggarly of the Mercury News tweets. The 25-year-old Avery opted out of his deal with the Tigers this week after hitting .305/.371/.393 for Triple-A Toledo. The Giants have assigned him to Triple-A Sacramento.
The Orioles have signed Cuban first baseman Yaisel Mederos, MASNsports.com’s Roch Kubatko tweets. The 25-year-old Mederos hit .268/.343/.402 in parts of four seasons in Cuba’s Serie Nacional. He only hit 12 home runs in 531 plate appearances, although Kubatko notes that Mederos has power potential.

Rangers Designate Neftali Feliz, Activate Matt Harrison

The Rangers have designated righty Neftali Feliz for assignment, Anthony Andro of FOX Sports Southwest reports on Twitter. His roster spot will go to starter Matt Harrison, who will return to the big leagues after a long layoff for serious back surgery.

Feliz, 27, was once an ace reliever for Texas and owns a 2.71 career ERA over 259 1/3 big league innings. He has struck out 8.4 and walked 3.5 batters per nine over that span, with a 35.4% groundball rate.

Those career marks include a particularly rough start to the current season. Feliz has allowed 5.09 earned runs per regulation game, with 7.6 K/9 against 4.6 BB/9. He still works in the 93 to 94 mph range with his fastball, down a few ticks from his early season peak but still in line with recent campaigns.

Truth be told, the results have not been supported by ERA estimators in recent seasons. Feliz has not posted a sub-4.00 SIERA since way back in 2011, and has not dipped below the 3.00 mark by that measure since his first two seasons. Much the same holds when one looks at his FIP and xFIP numbers.

Things seemingly took a turn for the worse when the team attempted to utilize him as a starter in 2012. Feliz had a rocky go of it, throwing 42 2/3 innings of 3.16 ERA ball while benefiting greatly from a high strand rate and miniscule .213 BABIP. ERA estimators all had him pegged as a replacement level rotation piece. Feliz ultimately succumbed to Tommy John surgery in May of 2012, and has never quite recovered his arm speed.

While all the signs were there, it nevertheless remains stunning to see the move. Feliz was one of the game’s more promising arms in his heyday. He is owed $4.13MM this year, and comes with one more season of arbitration eligibility. Given his salary and recent performance, it would not be surprising to see him pass through waivers, but with over five years of service (he entered the season with 4.151 on his tab), he’d be eligible to elect free agency and keep the money.

The other major news here, of course, is the return of Harrison. It once seemed unclear whether he’d ever throw again, yet alone return to the majors. The 29-year-old was a steady contributor over 2011-12, racing up 399 frames with a 3.34 ERA and leading the team to lock him up to a five-year, $55MM pact. He is still under control through 2018, with the last year coming through a $13.25MM club option ($2MM buyout), and at this point Texas will be glad to receive any contribution from the southpaw.

Rangers Acquire International Slot Money From Angels

4:34pm: Jesse Sanchez of MLB.com reports that the Rangers are receiving two international bonus slots from the Angels, which are worth a combined total of $879,500 (Twitter link).

3:15pm: The Rangers have acquired an international bonus slot from the Angels in exchange for minor league right-hander Jason Hoppe, executive VP of communications John Blake announced (on Twitter).

Toppe, 23, was the Rangers’ 27th-round pick in last year’s draft out of Minnesota State University. He debuted with the club’s short-season Class-A affiliate in 2014 and has returned to that level to begin the 2015 season. The Minnesota native has a 4.97 ERA with a 38-to-10 K/BB ratio in 38 professional innings to this point. He didn’t rank among Texas’ top prospects.

The Rangers have a $4,586,600 bonus pool this year, per Baseball America, and have already agreed to $2.6MM worth of bonuses with Leodys Taveras and Miguel Aparicio earlier today. The Halos blew past last year’s international spending cap in order to sign Cuban infielder Roberto Baldoquin, so the team won’t be able to sign an international free agent for more than $300K anyhow. As such, it’s logical that they’re exploring trades with their international slots.

Rangers To Sign Leodys Taveras

The Rangers have reached a deal with highly-regarded Dominican outfielder Leodys Taveras, Ben Badler of Baseball America reports. He is the cousin of former big leaguer Willy Taveras.

BA had the highest grade on Taveras among international prospect evaluators, ranking him third overall on the basis of his strong overall skillset. Indeed, Badler writes that the youngster could ultimately possess five average or better tools when all is said and done. He is a switch hitter with a nice stroke and good strength given his frame. While he’ll need to work to improve his instincts to stick in center, says Badler, he has the speed and arm strength to develop into a good defender.

Kiley McDaniel of Fangraphs largely concurred with that assessment, placing Taveras seventh on his board. MLB.com took a somewhat dimmer view, rating him 18th, due to the fact that Taveras could use some polishing at the plate.

Taveras will earn a $2.1MM bonus, Badler tweets. That is a good deal less than the $3MM expected for Taveras, according to Kiley McDaniel of Fangraphs, and could leave some additional space for the Rangers, who have just over $4.5MM in total pool allocation.

The club is also said to have signed Venezuelan outfielder Miguel Aparicio, also per a Badler report. He’ll receive a $500K bonus. Badler rates him the 13th-best player available, citing his all-around tools.

Jared Burton Granted Release By Rangers

Right-handed reliever Jared Burton asked for and was granted his release from the Rangers’ Triple-A affiliate, reports Jeff Wilson of the Fort Worth Star-Telegram (via Twitter).

Burton inked a minor league deal with New York this offseason but failed to make the club in Spring Training, so he re-signed a new minor league deal and went to the team’s Triple-A affiliate, where yielded three runs in four innings before being released. Burton latched on with the Rangers in late May and has pitched quite well for Triple-A Round Rock, surrendering just one run with an 11-to-3 K/BB ratio in 10 innings there.

Now 34 years old, Burton was a key member of the Twins’ bullpen from 2012-14. He signed a minor league deal prior to the 2012 season as he worked his way back from shoulder injuries and proved to be one of the better bargain pickups in all of baseball that winter. Burton worked to a 2.18 ERA with 8.0 K/9, 2.3 BB/9 and a 48.5 percent ground-ball rate in 62 innings for the Twins in 2012, prompting the team to re-up with the righty on a two-year, $5.4MM contract.

Burton was solid in the first season of the deal before taking a step back in 2014. Last year, his K/9 rate, BB/9 rate, ground-ball rate and velocity all went in the wrong direction. Burton, however, still displayed an effective split-finger changeup (which he’s previously termed a “splangeup”).

The veteran was plagued by a lat injury earlier in the season while with the Yankees, but he’s back to full strength now and could be a bullpen option for a club that is thin on experienced arms. Given the sheer volume of teams that are on the lookout for affordable bullpen help, I’d imagine that Burton and agent Dave Pepe of Pro Agents, Inc. will have interest from multiple clubs.
