Trade Interest In Glen Perkins?

According to La Velle E. Neal III of The Minneapolis Star-Tribune, scouts from a number of clubs (including the Rockies, Pirates and Blue Jays) watched Glen Perkins pitch on Tuesday night. It should be noted that the scouts could've been there for any number of reasons or to see any number of players, but the presence of the Toronto scouts is notable given the rumors that the Twins are interested in acquiring Jason Frasor to fill the void left by Joe Nathan's injury. Given the number of left-handed starting options on the Blue Jays roster, however, one wonders why they'd be looking at Perkins. The Pirates and Rockies also don't have any obvious need for a left-handed starter, but it's possible one of these clubs could be looking at Perkins as a reliever.

Perkins posted a 5.89 ERA in 18 games (17 of them starts) with Minnesota in 2009 before his season was cut short due to a shoulder injury. After being sent to the minors for injury rehab, Perkins complained that the move cost him major league service time and filed a grievance against the Twins that was settled over the winter. Neal wrote in December that the Twins were looking to move Perkins in part because of this dispute.

Twins Interested In Jason Frasor

The Twins are interested in Blue Jays reliever Jason Frasor, tweets Bob Elliott of the Toronto Sun. Elliott qualifies the rumor by noting that the Blue Jays had two scouts at a Twins game, "but then they now have a ton of scouts to go to games."

The Twins interest in Frasor stems from Joe Nathan's likely need for season-ending Tommy John surgery. Frasor could step in and handle any late-inning role. The 32-year-old posted a 2.50 ERA, 8.7 K/9, and 2.5 BB/9 in 57.6 innings for the Blue Jays last year. He's earning $2.65MM in his last season before free agency. The Cubs are also known to be interested; the Jays might find it's a seller's market for quality relievers.

Cubs Inquire On Jason Frasor

The Cubs inquired on Blue Jays reliever Jason Frasor again, writes ESPN's Jerry Crasnick. The latest call from the Cubs comes on the heels of Angel Guzman's season-ending shoulder injury. Crasnick says the Cubs are "urgently seeking relief help."

Frasor, 32, posted a 2.50 ERA, 8.7 K/9, and 2.5 BB/9 in 57.6 innings for the Blue Jays last year. He's earning $2.65MM in his last season before free agency. Frasor profiled as a Type B in the 2008-09 Elias rankings, with 66.322 points (Octavio Dotel was the lowest Type A at 68.007). But keep in mind the Cubs have not shown an inclination to offer arbitration to departing free agents in recent years.

SI's Jon Heyman addressed the Cubs' bullpen situation in today's article, noting that GM Jim Hendry made a play for Chan Ho Park before he signed with the Yankees. Heyman writes that "few teams are foolish enough to trade away proven set-up men at this point," but the Jays cashing in on Frasor now would make sense. The price for Padres closer Heath Bell would be higher, since Bell is under team control for two seasons.

The Cubs are not known to have interest in any free agent relievers, though veterans like Russ Springer, David Weathers, and John Smoltz remain unemployed.

In an interview on CSNNE's Sports Tonight show, Josh Beckett said he would "probably not" negotiate with the Red Sox about a new contract once the season begins. WEEI's Rob Bradford reports on Beckett's appearance here.
Bobby Cox thinks Chipper Jones will play out the final three years on his contract, reports David O'Brien of The Atlanta Journal-Constitution. Jones was hinting at retirement last fall in the wake of his disappointing (for him) 2009 campaign, but thus far in spring training, O'Brien reports that Jones has been nothing but enthusiastic about Atlanta's chances this season.
In an interview with Jane Lee of MLB.com, Jack Cust confirms what we all thought about this winter's crop of free agents at outfield and DH: "it just wasn't a very good market unless you're Matt Holliday or Jason Bay. Even for those guys, I don't think the interest level was as high as they may have thought it to be. Unless you're one of those big dudes, you take what you can get."
Bruce Levine of ESPNChicago.com says that the Cubs have some interest in Luke Gregerson and/or Jason Frasor.
Jon Paul Morosi tweets that there is "not much new" going on with the negotiations between Joe Mauer and the Twins.
MLB.com's Anthony DiComo reports that Alex Rodriguez offered Johnny Damon some free agency advice this winter. Oh, so THAT's why it took so long for Damon to sign…
We had heard about Toronto's possible interest in Jose Julio Ruiz, and MLB.com's Jordan Bastian now reports that the Jays may be looking at another Cuban prospect: Adeiny Hechevarria.
Dick Kaegel of MLB.com reports that the Royals agreed to terms with Josh Fields and Kila Ka'aihue on one-year contracts. Terms were not disclosed, but Bob Dutton of the Kansas City Star tweeted that neither deal is expected to exceed $500K.

Stark On Damon, Bedard, Phillies, Smoltz, Gregg

Jayson Stark of ESPN.com points out that teams aren't handing out long-term contracts as liberally as they were a few years ago. We've seen just eight contracts of three-plus years this offseason, after seeing 13 such contracts in each of the previous two winters. The offseason before that? Players signed 29 contracts of three years or more. Here are Stark's rumors:

Detroit doesn't seem that interested in Johnny Damon and the Braves haven't spoken with Damon's agent, Scott Boras, in a month and a half. The Rays have checked in, but they have little to spend.
Erik Bedard and the Orioles have mutual interest in a reunion, Stark hears.
The Phillies would like to add a veteran left-handed reliever on a minor league deal, but Alan Embree and Ron Mahay are holding out for big league deals at this point, despite the Phillies' interest.
Kevin Gregg is high on the Rockies' shopping list. They're looking at infield options and hoping to save enough money to shore up their bullpen, too.
The Blue Jays have told clubs that Scott Downs and Jason Frasor are available. The Cubs have checked in on the pair of relievers.
The Royals have told teams they're "open minded" about moving Gil Meche or Brian Bannister.
John Smoltz is in no rush to sign. He's open to waiting for a few months, since he'd like a starting job and some execs question his ability to start for an entire season.
Ben Sheets will be the first A's pitcher to make $10MM (though some believe Sheets will be traded before the end of the year).
Mark Prior is throwing off a mound and would like to make a comeback.

Players To Avoid Arbitration: Tuesday

Noon ET today was the deadline for both the team and player to submit their salary figures for arbitration, however the two sides can come to an agreement at any point before the actual hearing. The hearings are scheduled for the first week of February.

Kevin Baxter of the Los Angeles Times reports that the Angels avoided arbitration with Mike Napoli and Reggie Willits by signing the duo to one-year deals. Napoli will earn $3.6MM in 2010 with a $100K bonus if he makes 120 starts. Willits' contract is worth $625K.
Zach Duke's one-year contract with Pittsburgh is worth $4.3MM with no performance bonuses, tweets Dejan Kovacevic of The Pittsburgh Post-Gazette.
The Padres and reliever Mike Adams have agreed to a contract, reports MLB.com's Corey Brock (via Twitter). Brock's follow-up tweet says Adams' deal is worth $1MM, virtually splitting the difference between San Diego's $875K offer and Adams' $1.2MM demands.
Joe Christensen of the Minneapolis Star Tribune tweets that the Twins have agreements in place with all eight of their arbitration eligible players. In a follow-up tweet, Christensen reports that Francisco Liriano agreed to a one-year deal worth $1.6MM and Jesse Crain agreed to a one-year contract worth $2MM.
Marc Carig of the New Jersey Star-Ledger reports that the Mets avoided arbitration with reliever Sean Green (via Twitter). The one-year deal was worth $975K, according to the New York Daily News' Anthony McCarron.
The Tigers avoided arb with Gerald Laird and Zach Miner as well according to James Jahnke of The Detroit Free Press. MLB.com's Jason Beck tweets the details on the one-year contracts: Laird will earn $3.95MM, Miner will earn $950K.
Christensen tweets that the Twins avoided arb with Brendan Harris, signing him to a two year deal worth $3.2MM with another $650K in possible incentives.
The Tigers and Bobby Seay avoided arbitration according to MLB.com's Jason Beck (via Twitter), agreeing to a one year deal worth $2.475MM.
Thesier tweets that Matt Guerrier agreed to a one year deal worth $3.15MM with the Twins, avoiding arb.
Amalie Benjamin of The Boston Globe tweets that the Red Sox have avoided arbitration with Ramon Ramirez and Manny Delcarmen, with Delcarmen getting $905K plus incentives according to Joe McDonald of The Providence Journal. Boston avoided arb with Jonathan Papelbon as well.

Pat Neshek agreed to a one year deal with $625K with another $75K in incentives, avoiding arbitration with the Twins according to MLB.com's Kelly Thesier (via Twitter).
The Nationals have agreed to terms with Jason Bergmann, Jesus Flores, Wil Nieves, and Josh Willingham according to a team press release. All four players avoided arbitration. MLB.com's Alden Gonzalez tweets that Willingham will make $4.6MM next season, while Bergmann will make $750K according to a tweet from MLB.com's Bill Ladson.
MLB.com's Mark Bowman tweets that the Braves and Peter Moylan have agreed to a deal, avoiding arbitration. He gets $1.15MM.
Matt Garza avoided arbitration with the Rays, tweets Topkin. The two sides agreed to a one year deal worth $3.35MM,
MLB.com's Jim Street tweets that the Mariners and David Aardsma have avoided arbitration, agreeing to a one year deal worth $2.75MM.
The Astros avoided arbitration with Michael Bourn, Matt Lindstrom, and Humberto Quintero according to a tweet from MLB.com's Brian McTaggart. Bourn gets $2.4MM, Lindstrom $1.625MM, and Quintero $750K (via McTaggart's Twitter).
Troy Renck of The Denver Post reports that the Rockies and Jason Hammel have avoided arbitration, agreeing to a one year deal worth $1.9MM.
The A's agreed to a one year deal with Kevin Kouzmanoff, reports The Oakland Tribune. Oakland acquired Kouzmanoff from the Padres over the weekend.
Jered Weaver agreed to a one year deal worth $4.265MM with the Angels to avoid arbitration, according to a tweet from Jon Heyman.
Topkin tweets that J.P. Howell agreed to a one year deal worth $1.8MM, avoiding arbitration with the Rays.
According to the team's official Twitter feed, the Blue Jays avoided arbitration with Jason Frasor ($2.65MM) and Brian Tallet ($2MM) by agreeing to one year deals.
Delmon Young avoided arbitration with the Twins by agreeing to a one year deal worth $2.6MM, according to a tweet by Joe Christensen of The Star Tribune. Kelly Thesier of MLB.com tweets that Young will get $25K each for 575 and 600 plate appearances.
According to a team press release, the Royals have avoided arbitration with Alex Gordon and Robinson Tejeda. Terms of either deal was not disclosed.
Heyman tweets that Stephen Drew and the Diamondbacks agreed to a one year deal worth $3.4MM, avoiding arbitration.
The White Sox and John Danks avoided arbitration by agreeing to a one year deal worth $3.45M, according to ESPN Chicago's Bruce Levine.
Ken Davidoff of Newsday tweets that the Mets and Pedro Feliciano have agreed to a one year deal worth $2.9MM, avoiding arbitration. There's another $100K in performance bonuses.
The Star Telegram's Anthony Andro reports that the Rangers and Chris Ray have avoided arbitration. MLB.com's T.R. Sullivan says it's a one year deal worth $975K.
Russell Martin has agreed to a one year contract worth $5.05MM, avoiding arbitration with the Dodgers according to Dylan Hernandez of The Los Angeles Times (via Twitter)
MLB.com's Jordan Bastian tweets that the Blue Jays and reliever Jeremy Accardo have agreed to a one year deal worth $1.08MM, avoiding arbitration.
Rafael Perez agreed to a one year deal with the Indians to avoid arbitration according to a team press release. MLB.com's Anthony Castrovince tweets that Perez will make $795K in 2010.
The Orioles and Luke Scott avoided arbitration, agreeing to a one year deal worth $4.05MM according to Dan Connolly and Jeff Zrebiec of The Baltimore Sun. He earned $2.4MM last season, hitting .258/.340/.488 with a career high 25 homers.
MLB.com's Carrie Muskat tweets that the Cubs have avoided arbitration with Jeff Baker ($975K). Mike Fontenot ($1MM,) Koyie Hill ($700K), Angel Guzman ($825K), and Tom Gorzelanny ($800K). Terms of the deals came from Gordon Wittenmyer of The Chicago Sun Times (via Twitter).
Dejan Kovacevic of The Pittsburgh Post Gazette reports that the Pirates and Zach Duke have avoided arbitration by agreeing to a one year deal.
Mike Salk of 710 ESPN Radio reports that Mark Lowe and the Mariners have avoided arbitration, agreeing to a $1.15MM salary for next season.
LaVelle E. Neal III of The Star Tribune tweets that the Twins and J.J. Hardy have avoided arbitration, agreeing to a one year deal worth $5MM. He gets a small raise over last year's $4.65MM salary after hitting .229/.302/.357.
According to the Cardinals' official Twitter feed, the team has avoided arbitration with Ryan Ludwick by agreeing to a one year deal. Heyman tweets that he'll receive $5.45MM next year after earning $3.7MM in 2009.
The Rangers avoided arbitration with Josh Hamilton, giving him $3.25MM plus awards-based bonuses according to a tweet from SI.com's Jon Heyman. It was his first time eligible. Hamilton hit .268/.315/.426 in 2009, missing time with back trouble and a sports hernia.
Mark Topkin of The St. Petersburg Times tweets that the Rays and Jason Bartlett have avoided arbitration, agreeing to a $4MM salary for 2010. He earned just under $2MM in 2009, hitting .320/.389/.490 with a career high 14 homers.
Casey Janssen agreed to a $700K deal for 2010 to avoid arbitration, according to the Blue Jays official Twitter feed. It was his first time up for arbitration.
Juan C. Rodriguez of The Sun Sentinel reports (via Twitter) that the Marlins and Jorge Cantu have avoided arbitration, agreeing to a one year deal worth $6MM. Cantu hit .289/.345/.443 while making $3.5MM in 2009, his first year of arb eligibility.
MLB.com's Adam McCalvy tweets that both Carlos Gomez and Rickie Weeks have agreed to one year deals to avoid arbitration. Tom Haudricourt of The Journal Sentinel tweets that Weeks will earn $2.75MM next year, while Gomez will earn $1.1MM as a Super Two.
Heyman tweets that the Dodgers have avoided arbitration with both George Sherrill and James Loney. Sherrill gets $4.5MM plus incentives in his third year eligible, Loney $3.1MM in his first go around.
According to the Blue Jays official Twitter feed, reliever Shawn Camp has agreed to a $1.15MM deal for 2010, avoiding arb. He was eligible for the second time after posting a 3.50 ERA in 79.2 innings last season.
Clark Spencer of The Miami Herald reports (via Twitter) that Leo Nunez and the Marlins have avoided arbitration by agreeing to a $2MM salary for 2010. Sticking with the theme of the day, it was his first time eligible for salary arbitration.
MLB.com's Ken Gurnick tweets that the Dodgers and Hong Chih-Kuo have agreed to a one-year deal worth $950K, avoiding arb. It was Kuo's first time eligible.
Jon Heyman of SI.com tweets that the Mets and Jeff Francoeur have avoided arb by agreeing to a $5MM deal. Francoeur earned $3.375MM in 2009 and hit .280/.309/.423 for the Mets and Braves.
Heyman tweets that Howie Kendrick and the Angels have agreed to a $1.75MM deal with incentives. This was Kendrick's first crack at arbitration.
Heyman tweets that the A's and Rajai Davis agreed to a $1.35MM salary for 2010, plus incentives. This was Davis' first year eligible for arbitration.
Heyman tweets that Jonathan Sanchez avoided arb with the Giants by agreeing to a $2.1MM deal, plus incentives. He posted a 4.24 ERA in 163.1 innings last year, and was up for arbitration for the first time in his career.

Cubs Rumors: Podsednik, Ankiel, Frasor

For the second consecutive winter, the Cubs will sign a former Rangers outfielder to a three-year deal. Jim Hendry & Co. are active on other fronts too, as ESPN.com's Bruce Levine reports:

The Cubs were negotiating with representatives for Scott Podsednik and Rick Ankiel until they agreed to sign Marlon Byrd yesterday.
The Cubs would like to add relievers, and possibly a swingman who could start or contribute out of the 'pen.
Jason Frasor interests the Cubs, who have talked to the Blue Jays about their relievers.

Odds & Ends: Jays, Zambrano, Harden

The Blue Jays have some uncertainty at catcher heading into 2010, according to Jordan Bastian of MLB.com. With Rod Barajas poised to test the free agent market, Raul Chavez, Kyle Phillips, J.P. Arencibia, and Brian Jeroloman could all be in the mix for time behind the plate. GM J.P. Ricciardi also tells Bastian that Scott Downs and Jason Frasor could split closing duties in Toronto next year.
BP's Christina Kahrl at ESPN.com says so many factors stand in the way of trading Carlos Zambrano that the Cubs would probably have to accept "pennies on the dollar" to move him. She figures if they're looking to deal, the Cubs need to hope they receive interest from a starter-hungry team convinced that Big Z could be their missing piece, like perhaps the Mets.
Rich Harden has been shut down for 2009, according to Paul Sullivan of the Chicago Tribune. Has Harden thrown his last pitch for Chicago? He says he'd like to return, but Sullivan suggests that the Cubs likely won't offer more than a one-year deal. Check out Tim's rundown of this year's starting pitching free agent class for an idea of how Harden fits into the market.
R.J. Anderson at DRays Bay gets involved in the Felix Hernandez chatter by wondering if the Rays might try acquiring the Mariners ace this winter. It seems unlikely, but they apparently made at least one attempt prior to the trade deadline.
Phil Rogers of the Chicago Tribune chimes in on Ken Williams' assessment of the 2009 White Sox. Rogers points out that the Chicago GM should be blaming the team's $25MM payroll cut, or even himself for failing to acquire any talent that helped the 2009 team in the Javier Vazquez and Nick Swisher deals.

Heyman On August Trades

Executives tell Jon Heyman of SI.com that we saw the "softest deadline ever" last week because there's still the possibility for trades this month. Here's an explanation of how trades can occur after the deadline and here are the players Heyman deems likely to clear waivers (player who clear waivers may be traded):

Bronson Arroyo, Adam Dunn, Jose Guillen, Aaron Harang, Adrian Beltre, Aubrey Huff, Jason Giambi, Melvin Mora, Miguel Batista, Juan Cruz, Ty Wigginton, Ron Mahay, Willie Bloomquist, Lyle Overbay, Willy Taveras.

Some players who could clear waivers:

Jon Garland, Doug Davis, Gil Meche, Alex Rios, Carl Pavano, Mark Hendrickson, Jhonny Peralta, Jamey Carroll, Ron Villone.

And some players who probably won't clear waivers, but who could be dealt to a claiming team:

Dodgers & Angels Seek Relievers

FRIDAY, 11:30am: A deal between the Dodgers and Jays for Frasor is unlikely, according to Jon Paul Morosi and Ken Rosenthal of FOX Sports.

THURSDAY, 5:13pm: Even after adding George Sherrill, the Dodgers are looking to add relievers, according to ESPN.com's Jayson Stark. They're interested in adding a right-handed setup man. Teams in conversation with the Dodgers say they have interest in Mark Lowe, David Weathers, Matt Capps, Arthur Rhodes and Jason Frasor.

Meanwhile, the Angels are prioritizing relievers over starters, Stark reports. One scout says the Angels are after "premium" relievers. They were considering Heath Bell today and inquired about Chad Qualls only to find that the D'Backs aren't likely to move him.
