Even a weak Canadian dollar should not deter the Blue Jays from spending. Toronto should have been the first to break the Asian market in the 1990s. They followed the Pittsburgh and LAD formula with an explosion of Dominican players in the 1980s. Publicly traded or not, rich owners.
